This content is specified in the appendix of Resolution No. 66. 22/2026/NQ-CP on citizen number development. This Resolution takes effect from August 15, 2026 to February 28, 2027.
Currently, the fee for providing criminal record information (LLTP) is regulated in Circular No. 16/2025/TT-BTC. According to current regulations applied from January 1, 2026, the normal level is: 200,000 VND/time/person.
For students (from 16 years old or older), students, people with meritorious services to the revolution, relatives of martyrs, people with meritorious services raising martyrs 100,000 VND/time/person.
Administrative procedures (APR) apply the collection level for issuing LLTP certificates to Vietnamese citizens, foreigners residing in Vietnam, and Vietnamese people residing abroad.
In addition, there is also the issuance of LLTP Certificates for Vietnamese citizens who cannot determine their permanent or temporary residence; foreigners who have resided in Vietnam.
The condition to be exempted is that citizens complete the successful integration of LLTP information and basic information and documents according to regulations on the VNeID application.
At the same time, citizens must register to be issued Criminal Record Certificates through online public services.
The list of necessary documents and information of citizens integrated and updated on the national identification application includes: Birth certificate; Bank card/Payment account/Electronic wallet/Mobile money account information; Social security account information; Mobile subscriber number information; Electronic health record; Driver's license; Vehicle registration certificate; Information on diplomas and certificates of the national education system; Certificate of land use rights, ownership of assets attached to land; Criminal record information; Personal tax identification number information; Marriage registration certificate.
Circular No. 101/2026/TT-BCA stipulates the order of receiving and processing requests for LLTP certificates in online form applicable to Vietnamese citizens with level 2 identification, foreigners with identification, and individuals requesting LLTP certificates for fathers, mothers, spouses, children or persons under their supervision.
The declaration requesting LLTP card is used as an interactive electronic declaration, automatically synchronizing personal information requesting LLTP card from the national population database.
Individuals requesting to be issued LLTP certificates online do not need to attach personal identification documents, just need to check the information automatically filled in by the system in the declaration form. The application of interactive electronic declarations increases security, accuracy of information and simplifies administrative procedures.
In particular, when the data system is completed and synchronously connected, LLTP information will be integrated on the national electronic identification application VNeID. This is a premise for people to use verified information to serve administrative procedures without having to apply for LLTP certificates as before.

Over the past time, digital platforms have been increasingly widely applied in life, contributing to improving the quality of service for people and businesses. One of the outstanding results is building digital citizens.
According to Bac Ninh Provincial Information Office, to date, 100% of eligible citizens have been issued ID cards; the whole province has activated more than 2.27 million electronic identification accounts, of which over 2.1 million VNeID level 2 accounts, reaching 100% of eligible subjects.
This is an important platform for people to access digital services, implement administrative procedures and exploit utilities in the electronic environment.
On that basis, the application of digital technology in administrative reform and public service provision continues to be promoted. Bac Ninh is the first locality in the country to deploy the issuance of Criminal Record Certificates on the VNeID application; 100% of dossiers are received online, with more than 12,300 dossiers arising since deployment.
In Son La province, after more than 1 year of operation, the Provincial Police received 3,107 requests for Judicial Record Certificates; issued 2,843 Judicial Record Certificates.
At the Department of Receiving and Returning Results of the Professional Dossier Department, Provincial Police, every day citizens come to complete procedures for issuing LLTP certificates to complete job application dossiers, labor export or carry out civil transactions. Most people today are familiar with using online public services.
