Standing Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 132/QD-TTg promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Judicial Records (LLTP).
The plan assigns the Ministry of Public Security and ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and cities to organize the review and systematization of legal documents related to LLTP and amend, supplement, and abolish them according to their authority or propose to competent authorities to amend, supplement, and abolish legal documents with content related to LLTP to be consistent with the law.
At the same time, organize the review, abolition or amendment of dossier components of administrative procedures requiring the submission of LLTP forms that are not in accordance with the provisions of the law; standardize and adjust the process of resolving administrative procedures in the direction of exploiting LLTP information from the LLTP database, replacing the requirement for individuals to submit LLTP forms.
Ministries, ministerial-level agencies, government-attached agencies, and People's Committees of provinces and cities shall complete and send the results to the Ministry of Public Security before May 5 to summarize and report to the Prime Minister for direction in ensuring the effectiveness of law enforcement.
The Ministry of Public Security shall preside over and coordinate with relevant agencies to develop Joint Circulars of the Minister of Public Security, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, the Minister of National Defense, and the Minister of Justice stipulating the coordination of investigation, verification, exchange, and provision of LLTP information, information related to offenders; Circulars of the Minister of Public Security stipulating the use of forms; management, use, and exploitation of LLTP databases; order and procedures for issuing LLTP certificates and providing LLTP information. Ensuring that these Circulars take effect from July 1, 2026.
The Ministry of Public Security presides over the compilation of documents introducing the Law; compilation of training documents; deploying in-depth training on the Law for officials working in management, officials directly working in state management of LLTP and public services issuing LLTP tickets, officials working in teaching and law research in the People's Police.
The Ministry of National Defense, the Ministry of Justice and ministries, ministerial-level agencies, and government-attached agencies organize training, dissemination, and thorough understanding of the content of the law in their sectors.
The Ministry of Public Security, the Ministry of Justice, the Ministry of National Defense, the Supreme People's Procuracy, the Supreme People's Court and relevant agencies organize the collection, creation, and updating of databases on information sources as prescribed...
Deploying technical solutions and authentication mechanisms to secure judicial record information displayed on the national identification application (VNeID) and combat counterfeiting of electronic judicial record sheets; consular certification of electronic LLTP sheets and LLTP information displayed on VNeID.
Expand the connection and sharing of information in the LLTP database, the National Population Database to serve agencies and organizations exploiting and using LLTP information through connection and data sharing.
