On December 11, 2025, Deputy Prime Minister Bui Thanh Son signed Decision No. 46/2025/QD-TTg of the Prime Minister on the entire repeal of Decision No. 53/2012/QD-TTg dated November 22, 2012 on promulgating a roadmap to apply the ratio of biofuel and traditional fuel blending.
After many years of implementation, Decision No. 53/2012/QD-TTg has contributed to paving the way for biofuel in Vietnam, but also revealed many shortcomings when entering the stage of extensive development, so it needs to be replaced.
In Clause 2, Article 15 of Decree No. 146/2025/ND-CP, the tasks and powers of the Prime Minister on regulating the roadmap for applying the ratio of biofuel mixing with traditional fuels as prescribed in Clause 19, Article 9, Clause 16, Article 15 and Point h, Clause 1, Article 40 of Decree No. 83/2014/ND-CP are for the Ministry of Industry and Trade to implement.
On November 7, 2025, the Ministry of Industry and Trade issued Circular 50/2025/TT-BCT stipulating the roadmap for applying the mixing ratio of biofuel with traditional fuels in Vietnam. Circular 50/2025/TT-BCT takes effect from January 1, 2026.
According to this Circular, biofuel is a starting biofuel including depended or non- depended etanol fuel (E100) and base biofuel (B100).
Traditional fuels are lead-free gasoline (fuel) including RON92, RON95, other types of lead-free gasoline or diesel (DO) with quality in accordance with the provisions of law.
Biogens in this Circular are a mixture of fuel Tanol and carrier gasoline including E5RON92 gasoline and E10 gasoline. Blending and blending biofuel is the addition of E100 at different ratios to the carrier gasoline according to the blending method, blending in tanks (in-tank) and in pipes (in-line) or other appropriate blending and blending methods.
Diesel B10 is a mixture of DO and B100, with B100 content from 9% to 10% by volume, coded B10. Blending and blending bio-diese is the addition of B100 to DO with different ratios according to the blending method, blending in tanks (in-tank) and in pipes (in-line) or other appropriate blending and blending methods.
Circular 50/2025/TT-BCT also clearly states the roadmap for applying the mixing ratio of biofuel and traditional fuel. Accordingly, from June 1, 2026, lead-free gasoline (according to current national technical regulations) must be combined and blended into E10 gasoline for use in gasoline engines nationwide.
Continue to mix and match E5RON92 gasoline to use for gasoline engines until December 31, 2030.
The Ministry of Industry and Trade is assigned to preside over and coordinate with relevant ministries and agencies to urgently clarify the remaining problems to ensure feasibility and synchronization in implementing the roadmap for the production, mixing, distribution and use of biofuel in Vietnam.
Accordingly, it is necessary to assess the ability to produce, supply, and distribute domestic and imported Pethanol supply, costs and impacts on E10 gasoline prices.
Reviewing the coordination capacity of key enterprises, determining the ability to meet roadmaps and clarifying responsibilities when not ensuring supply requirements.
Determine the scientific basis, the agency responsible for the appraisal and the mechanism for inspection, supervision of quality and technical safety of E10 gasoline. Propose management solutions, ensuring that E10 gasoline prices do not disadvantage the lives of people and businesses.
