Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 07/2026/QD-TTg on the establishment, management and use of the Crime Prevention and Control Fund.
The Crime Prevention and Control Fund is a non-budget state financial fund, established at the central level (called the Central Crime Prevention and Control Fund) and in provinces and cities (collectively referred to as the Provincial Crime Prevention and Control Fund) to support crime prevention and control, verification, identification, protection and support for victims of trafficking.
The Central Crime Prevention and Control Fund is managed and operated by the Minister of Public Security. The Provincial Crime Prevention and Control Fund is decided to be established, managed, operated or authorized to manage and operate by the Chairman of the Provincial People's Committee.
The Prime Minister decided to establish and dissolve the Central Crime Prevention and Control Fund.
According to the decision, the Central Crime Prevention and Control Fund is used to pay for the following contents:
Extraordinary bonuses in cash for individuals and collectives with outstanding achievements in crime prevention and control. The specific bonus level for each individual and collective case is decided by the Minister of Public Security, the maximum for individuals is 20,000,000 VND/person/prize and the maximum for collectives is 50,000,000 VND/collective/prize.
Supporting compensation and emergency allowances for people directly involved in crime prevention and control who suffered health and property damage, family or legal representative of people directly involved in crime prevention and control who suffered life-threatening damage.
The level of support for property damage compensation specifically for people who suffer property damage worth 50,000,000 VND or more (except in cases resolved according to the provisions of the Penal Code, Criminal Procedure Code; the value of damaged property is determined according to the market price of that property in each locality at the time of damaged property, including property depreciation) is decided by the Minister of Public Security, up to 50,000,000 VND/asset/compensation.
The specific level of emergency allowance for people with health damage is decided by the Minister of Public Security, a maximum of 20,000,000 VND/person/time of allowance.
The specific level of emergency allowance for families or legal representatives of people directly involved in crime prevention and control who suffered loss of life is decided by the Minister of Public Security, with a maximum of 100,000,000 VND/deceased person/allowance.
One-time cash support equal to one-time regional minimum wage according to the Government's regulations for victims of trafficking at the time they are certified as victims by competent authorities.
This Decision takes effect from March 16, 2026; repealing Decision No. 04/2019/QD-TTg dated January 22, 2019 of the Prime Minister on the establishment, management and use of the Crime Prevention and Control Fund.
