The Government has just issued Resolution No. 66.12/2026/NQ-CP on the organization and operation of the Military Command (CHQS) of communes, wards, and special zones under the Provincial and City Military Command, the Hanoi Capital Command, and the Ho Chi Minh City Command.
In the appendix to the list of legal documents to be amended and supplemented related to Resolution No. 66.12/2026/NQ-CP, the Government assigned the Ministry of National Defense in 2026 to propose amendments to a number of regulations in Decree No. 72/2020/ND-CP of the Government detailing a number of articles of the Law on Self-Defense Militia on organizing the construction of forces and policies for self-defense militia; Decree No. 16/2025/ND-CP...
This includes proposing the content of amending the standards and norms for working equipment of the Commune-level Military Command, the Military Command of agencies, organizations, and standing militia units in Article 5:
Basic standards and norms for working equipment of the commune-level Military Command according to regulations. Based on regulations, the head of the agency or organization decides on the working equipment of the Military Command of the agency or organization to be appropriate.
Every day, the commune-level Military Command, the Military Command of agencies, organizations, and standing militia units are issued 1 issue of the People's Army Newspaper.
Localities ensure funding for newspaper purchases for commune-level Military Commands, standing militia units; agencies and organizations ensure funding for newspaper purchases for their agencies and organizations' Military Commands.
The Government also requested amendments to the civil defense militia commander position allowance regime:
Currently, Commander, Political Commissar of the Commune-level Military Command; Commander, Political Commissar, Military Command of agencies and organizations: 561,600 VND.
Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Political Commissar of the Naval Corps; Naval Corps Commander, Political Commissar of the standing militia navy; Company Commander, Political Commissar of the mobile militia and self-defense company: 514,800 VND.
Notably, in the attached appendix, the Government also assigned the Ministry of National Defense to amend the monthly allowance, one-time allowance, and meal allowance regimes of the Deputy Commander of the Commune-level Military Command in 2026.
For the Deputy Commander of the Commune-level Military Command, the monthly allowance level is implemented according to the regulations of non-specialized personnel at the commune level.
In case they have not participated in social insurance, have a continuous working period of 60 months or more, when they retire, they are entitled to a one-time allowance, each year of work is calculated equal to 1.5 months of the average allowance for the last 60 months.
Cases with odd months are calculated as follows: Less than 1 month is not entitled to allowance; from 1-6 months is entitled to allowance equal to 0.8 months of the average allowance level of the last 60 months; from 7-11 months is entitled to allowance equal to 1.5 months of the average allowance of the last 60 months.
Deputy Commander of the Commune-level Military Command during the time of performing combat readiness duty, participating in training, fostering, and training, commanding militia units performing tasks according to approved plans or decisions of the Chairman of the Commune-level People's Committee or higher, meal allowances are guaranteed at the basic meal allowance level of under-officiers and infantry soldiers in active service; meal allowances for holidays and Tet are guaranteed at the same level as meal allowances for holidays and Tet of under-officiers and infantry soldiers in active service in the army.
