According to the Ministry of Home Affairs, according to the provisions of Clause 2, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regular salary upgrade regime and early salary upgrade for cadres, civil servants, functionaries and employees (amended and supplemented in Circular 03/2021/TT-BNV) , cadres, civil servants, public employees and employees who have announced their retirement, if during the period of holding the rank, they meet the 2 criteria specified in Clause 2, Article 2 of this Circular, have not yet been ranked in the final salary in the rank or in the function and from the date of retirement notice to the date of retirement, there is still a gap of 12 months or less to be upgraded to the regular salary grade according to regulations, they will be upgraded one salary grade 12 months ahead of schedule compared to the time specified in Point a, Clause 1, Article 2 of this Information.
