The program requires strengthening the management of telecommunications enterprises, preventing acts of abusing market dominance, monopoly, and unfair competition.

Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 2161/QD-TTg dated September 29, 2025 of the Prime Minister approving the Program to encourage private enterprises to participate in building telecommunications infrastructure and other infrastructure for national digital transformation by 2030 ( Program).

The program strives to basically complete the goals of private sector enterprises participating in investment in owning at least 4 more international fiber optic cables by 2030.

The average growth rate of revenue of private sector enterprises providing mobile telecommunications services on the ground without radio frequency bands reaches about 12-15%/year, contributing to diversifying the mobile telecommunications service market and providing new services.

The average growth rate of revenue of private sector enterprises providing fixed broadband telecommunications services is about 10-12%/year.

Private enterprises invest in building new, modern, large-scale data centers that meet international standards and green standards with a total design capacity of at least 50% of the total data center capacity providing public services nationwide.

Attract at least 2 of the world's leading technology enterprises to invest in building and operating large data centers and artificial intelligence data centers in Vietnam.

There are at least 2 outstanding private sector enterprises, on par with advanced countries in the field of building and operating digital infrastructure, capable of participating in the global value chain and leading the domestic digital ecosystem.

The program's task will be to mobilize and create resources to encourage private sector enterprises to participate in building digital infrastructure.

Synchronously and effectively implement preferential policies and investment support according to the provisions of law on investment, digital technology and high-tech industries for investment projects in the construction of large data center infrastructure, cloud computing infrastructure, mobile infrastructure from 5G and above and other digital infrastructure.

Effectively implement the mechanism of direct electricity purchase and sale between renewable energy power generation units and large electricity customers to facilitate businesses in building and operating data centers to access renewable energy sources.

The program effectively implements legal regulations on wholesale sales management in telecommunications to ensure healthy and transparent competition, creating conditions for businesses to participate in the market.

Strengthen the management of telecommunications enterprises with market dominance, promptly prevent acts of abusing market dominance, monopoly, and unfair competition.

Effectively implement mechanisms and principles of price control, methods of pricing for renting cables in buildings, rental prices for passive telecommunications technical infrastructure between telecommunications enterprises, organizations, and individuals owning telecommunications works to promote infrastructure sharing and reduce social costs.

Strengthen supervision, handle monopoly, unfair competition, resolve disputes in telecommunications service business to ensure an equal competitive environment and establish a strict monitoring and evaluation mechanism for digital infrastructure projects with the participation of private enterprises for systems with sensitive data.
