On September 4, Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1896/QD-TTg of the Prime Minister approving the plan to cut and simplify administrative procedures related to production and business activities under the management of the Ministry of National Defense in 2025.
The Prime Minister approved the reduction and simplification of administrative procedures related to production and business activities in 4 areas: Oil spill response; airspace management; explosives, explosives; civil codes.
The Prime Minister also approved the reduction and simplification of business conditions in 2 business lines:
1. The business of military equipment and military equipment for the armed forces, military weapons, equipment, techniques, equipment, military and police specialized equipment; components, parts, spare parts, materials and specialized equipment, specialized technology for manufacturing them.
2. Business in selling civil password products and services.
Regarding flight licensing procedures for drones and super light aircraft, the Prime Minister approved a reduction in the time to handle administrative procedures from 7 days to 5 days to reduce compliance costs, save costs, and facilitate implementation.
To facilitate organizations and individuals when performing procedures as well as contribute to shortening the time for performing procedures compared to performing procedures by manual method, the Prime Minister has added an online application for this procedure.
In addition, the procedure for amending flight permits for drones and super light aircraft is abolished. The reason for the cancellation is due to changing the vehicle controller and flight location, so the flight permit must be reissued or reissued.
The Prime Minister also approved a plan to reduce the time to handle procedures for granting and re-issuing certificates of technical training in industrial explosives safety.
Accordingly, the time to process the issuance of technical training certificates for industrial explosives safety is reduced from 20 working days to 10 working days.
In case of re-issuance, the working time will be reduced from 3 working days to 1.5 working days from the date of receiving a complete and valid dossier.
For the form of online submission when applying for the procedure for granting or reissuing a certificate of technical training in industrial explosives safety, only a 3x4 photo file is required to be attached because Decree No. 181/2024/ND-CP dated December 31, 2024 of the Government stipulates the form of online submission, the requirement to submit 2 3x4 photos for online submission is unnecessary.
At the same time, the Prime Minister decided to increase the validity of the Certificate of Industrial explosives Safety Technical Training from 2 years to 3 years. Increasing the duration of the Certificate helps reduce costs and time for organizing training for organizations and businesses.
