The Government has just issued Decree No. 198/2026/ND-CP amending and supplementing Article 3 of Decree No. 26/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the State Bank of Vietnam.
Decree No. 198/2026/ND-CP amends and supplements regulations on the organizational structure of the State Bank of Vietnam in the direction of not changing the number of units (still keeping 20 units); renaming the Department of Credit for Economic Sectors to the Department of Credit; Department of Forecasting, Statistics - Monetary and Financial Stability to the Department of Forecasting, Statistics.
At the same time, Decree No. 198/2026/ND-CP also supplements the regulation "Transaction Departments and State Banks in the region are administrative organizations equivalent to departments under the State Bank" and changes the number of departments under Departments.
According to new regulations, the organizational structure of the State Bank of Vietnam includes:
1. Monetary Policy Department.
2. Payment Department.
3. Credit Department.
4. Department of Forecasting and Statistics.
5. Department of International Cooperation.
6. Legal Department.
7. Department of Finance - Accounting.
8. Department of Organization and Personnel.
9. Office.
10. State Bank Inspectorate.
11. Exchange.
12. Department of Information Technology.
13. Issuance and Treasury Department.
14. Foreign Exchange Management Department.
15. Anti-Money Laundering Department.
16. Department of Credit Institution Management and Supervision.
17. Department of Safety of Credit Institutions.
18. State Bank branches in regions (State Bank of the Region).
19. Vietnam National Credit Information Center.
20. Banking Times.
Units from 1 to 18 are administrative organizations assisting the Governor of the State Bank of Vietnam in performing state management functions and central bank functions; units specified in 19 and 20 are public non-business units serving state management functions of the State Bank of Vietnam.
The Transaction Office and the State Bank of Vietnam Region are administrative organizations equivalent to departments under the State Bank of Vietnam.
The Forecasting and Statistics Department has 6 departments. The Monetary Policy Department has 5 departments. The Credit Department, the Personnel and Organization Department, and the Finance - Accounting Department have 4 departments. The Payment Department, and the International Cooperation Department have 3 departments. The Legal Department has 2 departments.
According to the old regulations in Decree 26/2025/ND-CP, the Monetary Policy Department, the Forecasting, Statistics - Monetary and Financial Stability Department have 6 departments. The Credit Department for Economic Sectors, the International Cooperation Department, the Finance - Accounting Department, and the Personnel Organization Department have 5 departments. The Payment Department has 4 departments. The Legal Department has 3 departments.
Decree No. 198/2026/ND-CP takes effect from July 1, 2026.
