The Ministry of Home Affairs has completed and transferred to the Ministry of Justice for appraisal of the submission and draft Resolution of the National Assembly Standing Committee on the arrangement of administrative units.
In the draft, the Ministry of Home Affairs proposes the principle of arranging administrative units to ensure the leadership of the Party and strengthen the leadership and direction role of heads of agencies and organizations in implementing this work; comply with the Constitution, carry out procedures according to the provisions of the Law on Organization of Local Government.
Focus on and do a good job of propaganda and mobilization of the people to create consensus, support and high unity on the policy of arranging administrative units.
The draft also sets out the principle of linking the arrangement of administrative units with innovation, streamlining the apparatus of the political system to operate effectively and efficiently; promoting potential, advantages, expanding development space of localities; promoting decentralization, delegation of power, enhancing autonomy and self-responsibility of local governments; restructuring and improving the quality of cadres, civil servants, public employees and workers.
Implement the arrangement of administrative units at the same level to form new administrative units.
In case of merging provinces with provinces, the new administrative unit after the arrangement will be a province; in case of merging provinces with centrally-run cities, the new unit after the arrangement will be a centrally-run city.
In case of arranging a ward with administrative units at the same level, the new administrative unit after the arrangement is a ward; in case of arranging a commune or town, the new administrative unit after the arrangement is a commune.
In case of implementing the arrangement of commune-level administrative units to change the boundaries of district-level administrative units, it is not necessary to consider the conditions, standards and not to implement the process and procedures for adjusting the boundaries of the district-level administrative unit under which the commune-level administrative unit is under the management.
Also according to this draft Resolution, the criteria for arrangement for provincial and commune-level administrative units closely following 6 criteria have been reviewed and agreed upon by the Politburo, including:
Natural area; Population scale; Criteria on history, tradition, culture, religion, ethnicity;
Geo-economic criteria (including criteria on geographical location, scale and level of economic development); Geopolitical criteria; Criteria on national defense and security.
