On February 24, at the Government headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a conference to announce the Government Party Committee's decision on the establishment of 15 Party Committees under the Government Party Committee.
At the conference, delegates listened to the announcement of the Government Party Committee's Decisions on the establishment of 15 Party Committees directly under the Government Party Committee, including Party Committees of ministries and agencies: Justice; Industry and Trade; Culture, Sports and Tourism; Foreign Affairs; Health; Education and Training; Finance; Construction, Agriculture and Environment; Science and Technology; Home Affairs; Ethnic and Religious Affairs; State Bank; Government Inspectorate; and Party Committees of advisory and support agencies of the Government Party Committee.
Along with the establishment of Party Committees and Government Party Committees, there are also decisions on personnel to participate in the Executive Committee, Standing Committee, Secretaries, Deputy Secretaries, Chairmen, Deputy Chairmen, and members of the Party Committee Inspection Committees of Party Committees under the Government Party Committee.

Speaking at the conference, Prime Minister Pham Minh Chinh requested the Party Committees under the Government Party Committee to urgently perfect the organization of the apparatus and affiliated agencies, develop working regulations, and assign tasks.
Determine the working and coordination relationships between Party committees and between Party committees with Party advisory agencies, relevant agencies... to operate and coordinate agencies stably, smoothly and effectively according to the new organizational model, ensuring the Party comprehensively leads all aspects of work.
Continue to prepare well to organize Party congresses at all levels towards the 14th National Party Congress; arrange and rearrange facilities, assets, and workplaces to ensure reasonableness and stability; do a good job of ideological work, organization and personnel work in the process of operating the new apparatus, especially issues related to policies and regimes for cadres...

The Prime Minister noted additional tasks related to promoting growth of 8% or more this year, stabilizing the macro economy, controlling inflation and ensuring major balances.
Ministries, branches and agencies must promote public investment, diversify markets, products and supply chains, both deal with the shrinkage of the world market and improve the quality and competitiveness of products and goods.
Implementing fiscal policy, promoting increased revenue and spending savings, the Ministry of Finance immediately saves an additional 10% of regular expenditures to invest in the Lao Cai - Hanoi - Hai Phong railway.
The State Bank directs and orients credit capital sources to focus on growth drivers, banks must promote cost reduction, strive to lower lending interest rates, and sacrifice part of their benefits for the common good to share with people, businesses, and the economy.
The Prime Minister directed agencies to urgently draft and submit a Central Resolution on private economic development; promote the formation of 2 international and regional financial centers in Ho Chi Minh City and Da Nang; implement National Assembly resolutions on high-speed railways, urban railways, etc.
The Prime Minister requested Party committees, especially leaders, to promote the spirit of solidarity and unity, the motto " partitioners go first, villages follow later", pioneering and being exemplary in implementing the Party's guidelines and policies, the Party and State's laws and policies, striving to excellently fulfill assigned tasks.
