On April 29, information from Nghe An Provincial Party Committee said that Mr. Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee signed and issued Notice No. 13-TT/TU dated April 26 on Party congresses at all levels, in order to implement Directive No. 45-CT/TW of the Politburo.
The circular identified 5 major requirements and 7 key contents in the organization of the congress, including: content, time of congress organization; preparation of documents and discussions; personnel work and election of Party committees; structure, number of delegates; arrangement of cadres after the congress; report on preparation work and tasks to be implemented immediately after the congress.
Along with that, the Standing Committee of Nghe An Provincial Party Committee issued 3 specific appendices on: standards for Party Committee members, age of Party Committee members, number of Party Committee members, Standing Committee members, deputy Secretaries at all levels for the 2025-2030 term.

According to the Thong Tri, the Party Congress or the grassroots Congress of delegates shall be held no more than 2 days, to be completed before June 30, 2025.
The congress of the party committee at the grassroots level and the party committee of the commune and ward will be completed before August 31, 2025. The Nghe An Provincial Party Congress will end before October 31, 2025, with a time limit of no more than 4 days.
Regarding the organization of grassroots congresses, the direct superiority of the grassroots level will implement it in the beginning of the third quarter of 2025. Party committees and Party cells not related to the merger or arrangement of administrative units can proactively hold congresses earlier.
Regarding the number of delegates attending the congress, the Circular stipulates: The Provincial Party Congress must not exceed 500 delegates; the grassroots Party Committee and equivalent must not exceed 300 delegates; the commune and ward Party Committee must not exceed 250 delegates.
For grassroots party committees, if there are 200 or more party members, a congress will be held; for less than 200 party members, a congress will be held. In special cases, with the consent of superiors, a congress can be held.
The election of delegations to the higher Party Committee must base on the Party's Charter, the Party election regulations and the guidance of the higher level committee. The congress was also allowed to elect a number of alternate delegates and the number decided by the Congress.
