The Politburo issued Directive 45-CT/TW (Directive 455) on party congresses at all levels towards the 14th National Congress of the Party.
Accordingly, Directive 45 has provided guidance on the assignment, arrangement and implementation of regimes and policies for cadres after the congress.
The Directive clearly states that the assignment of new term members must be carried out immediately after the congress or after being appointed according to the personnel plan approved by competent authorities and in accordance with practical requirements.
Pay attention, mobilize, assign and arrange work for district-level Party Committee members to take on leadership positions at the commune level after the end of the district-level administrative unit's operation.
Proactively do a good job of ideological work, encourage early retirement, and enjoy the regimes and policies according to regulations for cadres who are not old enough to be re-elected. For cadres who are old enough to be re-elected but wish to retire early, they will be allowed to retire and the regime and policies will be resolved according to Conclusion No. 75-KL/TW, dated March 7, 2025 of the Politburo and related regulations.
Commune-level cadres who, after reorganizing the commune-level administrative unit, do not be re-elected due to not meeting standards and conditions or cannot be assigned or assigned other work, shall comply with Conclusion No. 24-KL/TW, dated May 28, 2013 of the 11th Party Central Committee and resolve the regime and policies according to the provisions of law.
Directive 45 also clearly states the time to cease holding leadership positions in People's Councils, People's Committees and leadership positions with a Party Committee structure but not participating in the Party Committee for the 2025 - 2030 term as follows:
With the provincial level: Officers to retirement age after the Congress or still working age but not participating in the provincial Party Committee level (excluding members of the Party Central Committee of the XIII Party Committee), then stop holding leaders and managers immediately after the Congress or at the nearest meeting of the People's Council of the province or city after the Congress. Particularly for the leaders of the People's Councils of the province and city, if the personnel is about to be replaced, the People's Council delegates, so that the incumbent officials will continue to hold their positions until the end of the term 2021-2026.
Commune level: Standing committees of provincial and municipal Party committees are based on specific situations to ensure that they do not conflict with the above principle.
