The Politburo issued Directive 45-CT/TW (Directive 455) on party congresses at all levels towards the 14th National Congress of the Party.
Accordingly, those who first participate in Party committees, authorities, and the Fatherland Front (including socio-political organizations) must have at least 1 full term of office at the time of starting the Party Congress at each level, the time of election or congress of each organization.
Cases recommended for re-election to the Party Committee must have at least 48 months of working time at the time of starting the Party Congress at each level. In special cases for personnel who are Deputy Secretaries of the Provincial Party Committee and the City Party Committee, their working time must be at least 42 months or more.
Re-elected officials at the Party Committee level are re-elected to leadership positions of the government and the Fatherland Front (including socio-political organizations) but must have worked for at least 36 months or more at the time of election or congress of each organization.
The members of the 13th Party Central Committee implemented the regulation on re-election age in the direction of personnel work at the 14th Party Congress.
The Appendix of Directive 45 guides the age of membership for the 2025-2030 term for cases of first-time membership in the Party Committee and cases of re-election:
First-time cases of participating in Party committees
For the provincial level: Male students born from September 1968 and female students born from May 1972 onwards (in case female cadres are allowed to retire at the age of 60 according to the provisions of law, they will be born from September 1970 onwards).
For direct superior at the grassroots level: Male students born from June 1968, female students born from February 1972 onwards (in case female cadres are allowed to retire at the age of 60 as prescribed by law, they will be born from June 1970 onwards).
For the Party Committees of communes, wards, and especially the provincial-level subjects: Male students born from July 1968, female students born from March 1972 onwards (in case female cadres are suspected of retiring at the age of 60 as prescribed by law, they will be born from July 1970 onwards).
For commune-level police chiefs, they must have at least 5 years (60 months) of working time remaining according to the regulations on retirement age stated in the Law on the People's Public Security (amended and supplemented in 2023).
For the grassroots level: Male students from April 1968, female students from January 1972 onwards.
Cases of limited re-election at the Party Committee level
For the provincial level: Male students born from September 1967, female students born from September 1971 onwards (in case female cadres are allowed to retire at the age of 60 according to the provisions of law, they will be born from September 1969 onwards).
The 13th Party Central Committee members will conduct the re-election age according to the personnel work direction of the 14th National Party Congress.
Special cases for personnel are Deputy Secretaries of the Provincial Party Committee and the City Party Committee: Male students born from March 1967, female students born from March 1969 onwards.
For the direct superior level: Male students born from June 1967, female students born from June 1971 onwards (in case female cadres are allowed to retire at the age of 60 according to the provisions of law, they will be born from June 1969 onwards).
