The Politburo issued Directive 45-CT/TW (Directive 455) on party congresses at all levels towards the 14th National Congress of the Party.
Accordingly, those who first participate in Party committees, authorities, and the Fatherland Front (FPA), including socio-political organizations, must have at least 1 full term of office at the time of starting the Party Congress at each level, the time of election or the congress of each organization.
Cases recommended for re-election to the Party Committee must have at least 48 months of working time at the time of starting the Party Congress at each level. In special cases for personnel who are Deputy Secretaries of the Provincial Party Committee and the City Party Committee, their working time must be at least 42 months or more.
Re-elected officials at the Party Committee level are re-elected to leadership positions of the government and the Fatherland Front (including socio-political organizations) but must have worked for at least 36 months or more at the time of election or congress of each organization.
The members of the 13th Party Central Committee implemented the regulation on re-election age in the direction of personnel work at the 14th Party Congress.
The Appendix of Directive 45 also guides the age of Party committee members for the 2025-2030 term for cases of first-time participation in Party committees and cases of re-election.
In particular, for the armed forces, the age of participating in the party committee is based on the retirement age prescribed in the Law on the Vietnam People's Army Officers and the Law on People's Public Security (amended and supplemented by 2024).
Comrades participating in local Party committees shall comply with general regulations on the age of participation in Party committees at all levels according to this Directive.
Comrades participating in Party committees in the police force must be of at least 48 months of working age and re-elected; in the army, the re-election age must be at least 30 months of working;
In particular, for police officers with a working age of 30 months or more to less than 48 months; for military companies with a working age of 12 months or more to less than 30 months; they must be capable and healthy enough to perform their duties, have high prestige, and complete their duties well or better, decided by competent authorities appointing cadres.
Directive 45 clearly states the requirement for the Central Military Commission and the Central Public Security Party Committee to provide specific instructions on the age of Party Committee members of Party committees (committees) in the army and police.
