Specifically, in Official Dispatch No. 2540/UBND-CN issued on April 2, 2025, Nghe An Provincial People's Committee proposed that the Ministry of Construction consider and agree to reduce road use service prices at Ben Thuy 1 station for 11 newly merged administrative units in Vinh City according to Resolution No. 1243 of the National Assembly Standing Committee, effective from December 1, 2024.
The localities were proposed to be exempted including 7 previous wards in Cua Lo town (Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Thu, Nghi Thuy, Nghi Tan, Thu Thuy) and 4 communes in Nghi Loc district (Nghi Thai, Nghi Phong, Nghi Xuan, Phuc Tho).
Previously, people and businesses in the above wards and communes went to the Vinh bypass BOT Branch to complete procedures to request a reduction in ticket prices through the station according to the policy currently applied to Vinh City residents. However, they have not been approved because the Vietnam Road Administration has issued a document agreeing not to implement a discount for vehicles in the newly merged area.
Nghe An Provincial People's Committee believes that not applying the exemption policy is not in accordance with geographical reality and current regulations. Because according to the instructions in Document No. 3924/BGTVT-DTCT dated April 13, 2017, vehicles owned by owners with permanent residence and enterprises headquartered in Vinh City are completely exempted from fees at Ben Thuy 1 station for type 1 and type 2 vehicles. Now the 11 wards and communes mentioned above are administrative units of Vinh city, so they are eligible for the same policy as other areas in the city.
In addition, in terms of geographical distance, these areas are located equivalent to or closer to localities that have applied maximum exemption policies such as Hong Linh town (Ha Tinh) or Hung Trung, Hung Yen Nam, Hung Yen Bac communes (Hung Nguyen district, Nghe An).
The Provincial People's Committee said that after the Department of Roads gave its opinion without any exemption, Vinh City organized a propaganda campaign to encourage people to comply. However, many people are still upset, saying that it is necessary to ensure fairness between administrative units in Vinh City.
From those bases, Nghe An Provincial People's Committee proposed the Ministry of Construction to approve the discount of tickets through Ben Thuy 1 station for vehicles in 11 newly merged wards and communes, according to the level specified in the document of the Ministry of Transport (now the Ministry of Construction) issued in 2017. This is an essential solution to ensure legitimate rights for people and businesses, and at the same time create social consensus after the administrative process.
