The Government has just issued Resolution No. 41/NQ-CP on the Government's Action Program to implement the Resolution of the 14th National Party Congress (program).
The program clearly shows the main contents and tasks to concretize the views, guidelines, orientations and related contents of the Resolution of the XIV Congress under the functions, tasks, and powers of the Government, ensuring compliance with the domestic and international situation and meeting the requirements of national development in the coming time.
One of the key task groups for ministries, branches, and localities to implement mentioned in the program is: Promoting the building and completion of a constructive, developmental, incorruptible, action-oriented socialist rule-of-law state serving the people; improving social governance capacity; resolutely and persistently fighting against corruption and negativity, practicing thrift and combating wastefulness.
In which, the Government requests to promote decentralization, delegation of power, and authorization in a scientific and reasonable manner, in parallel with improving responsibility, associated with ensuring resources, in accordance with the capacity to perform tasks; strengthen inspection and supervision.
Improve the quality and efficiency of the operation of local governments at 2 levels to ensure closeness to the people, closeness to grassroots levels, and effective service to the people.
The Government notes the completion of job position projects associated with restructuring and improving the quality of the contingent of cadres, civil servants, and public employees. Completing the mechanism to attract, recruit, value and treat talents to work in state agencies and public non-business units.
Review and clearly and specifically stipulate mechanisms and policies to encourage and protect dynamic and creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.
Along with that is preventing and combating corruption, wastefulness, and negativity; promoting practice of thrift and combating wastefulness; effectively managing and using public assets and national assets.
Strengthen the accountability and responsibility for performing official duties of cadres and civil servants; improve policies and institutions on state compensation responsibility.
To implement this task group, the Government assigned the Ministry of Home Affairs to take the lead in coordinating with ministries, branches, and localities to complete job position projects associated with restructuring and improving the quality of the contingent of cadres, civil servants, and public employees (term of implementation in 2026).
The Ministry of Home Affairs, in coordination with ministries, sectors, and localities, also needs to improve the mechanism for attracting, recruiting, valuing and treating talents to work in state agencies and public non-business units in 2026.
Notably, the Government requests the Ministry of Home Affairs and ministries, branches, and localities to develop a National Strategy on attracting and valuing talents, especially key industries and fields serving rapid and sustainable development; study mechanisms to create interconnection between the public and private sectors (implementation deadline in April 2027).
