The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with relevant agencies to complete 5 decrees related to civil servants in April 2026.

Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 304/QD-TTg of the Prime Minister promulgating the Plan to implement the Law on Civil Servants (plan).

According to the assigned plan, the Ministry of Home Affairs, ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, press agencies and relevant agencies and organizations organize conferences to thoroughly grasp, disseminate, and provide in-depth training on the Law on Civil Servants, and legal documents detailing this law.

The Ministry of Home Affairs shall preside over and coordinate with ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, press agencies and relevant agencies and organizations to review legal documents related to the Law under the assigned state management authority.

Implement according to their authority or propose to competent agencies to promptly amend, supplement, replace, abolish or promulgate new legal documents to ensure compliance with the provisions of the Law and related legal documents detailing and guiding implementation.

Focus on synchronously and effectively implementing the creation, updating, and exploitation of the National Database on cadres, civil servants, and public employees.

The agency in charge of drafting, submitting for promulgation or promulgating under its authority legal documents assigned in the list attached to this plan. The Ministry of Justice and relevant ministries and sectors are responsible for closely coordinating with the agency in charge of drafting, ensuring quality and progress.

According to the attached list, the Ministry of Home Affairs is assigned to preside over and coordinate with relevant agencies to complete 5 Government Decrees related to public employees in April 2026. The form of document is the Government Decree. Detailed regulations include:

1. Regulations on recruitment, use and management of public employees (Clause 4, Article 17, Clause 4, Article 18, Clause 4, Article 20, Clause 3, Article 32 of the Law on Public Employees).

2. Regulations on contracts for performing tasks in public non-business units (Clause 5, Article 21 of the Law on Civil Servants).

3. Regulations on civil servant positions (Clause 4, Article 23, Clause 3, Article 24 of the Law on Civil Servants).

4. Regulations on evaluating and ranking the quality of public employees (point a, clause 4, Article 25 of the Law on Public Employees).

5. Regulations on disciplinary action against civil servants (Clause 4, Article 35, Clause 5, Article 37, Clause 2, Article 38, Point a, Clause 2, Article 39, Clause 4, Article 42 of the Law on Civil Servants).

Also according to Decision No. 304/QD-TTg, the People's Committees of provinces and cities are responsible for reviewing, developing, and promulgating according to their authority or submitting to the People's Councils of the same level to promulgate legal documents detailing the contents assigned in the Law on Civil Servants.

Every year, the Ministry of Home Affairs coordinates with ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities, and other relevant agencies and organizations to implement tasks and solutions to develop the national database on cadres, civil servants, and public employees.

Providing, exploiting and effectively using information and data on the National Database on cadres, civil servants, and public employees; ensuring that data is regularly updated and exploited effectively.
