In the Conclusion, the Politburo requested Party committees at all levels, Party organizations directly under the Central Government, Party committees, agencies, and units at the Central level, first of all, the heads, to raise awareness and sense of responsibility in leading, directing, and presiding over self-criticism and criticism, which must be substantive, democratic, and ensure combativeness; clarify the limitations and shortcomings of the collective, associated with personal responsibility.
Through self-criticism to proactively detect early, remotely and fight to prevent manifestations of degradation, "self-evolution", "self-transformation", corruption, wastefulness, and negativity.
The work of evaluating and classifying the quality of collectives and individuals must shift from emotional assessment to substantive assessment, based on verified data criteria, results, and work products, suitable to assigned functions and tasks; ensuring that it is truly a "measure" for arranging and using cadres according to decentralization.
The Politburo requests Party committees and Party organizations at all levels to seriously rectify and learn from experience to thoroughly overcome the situation of leniency, avoidance, and formalism that has not well implemented the review, evaluation, and quality classification in 2025.
For individuals who have not been reviewed but are still evaluated and classified, supplementary reviews must be conducted. Re-examine, evaluate, and reclassify collectives and individuals who "excellently complete their tasks" but do not meet the criteria or exceed the prescribed ratio.
At the same time, strictly implement regulations on the ranking level of heads not to be higher than the ranking level of collective leaders, managers, organizations, agencies, and units.
Supplement and complete collective and individual self-criticism dossiers according to the guidance of the Central Organization Committee. Complete before April 1.
Immediately after reviewing, evaluating, and ranking quality, the Politburo requested to develop a plan, clearly identify solutions to thoroughly overcome limitations, weaknesses, and shortcomings of collectives and individuals.
It is necessary to assign monitoring, organize inspection, supervision, and urging the implementation, overcoming, and correcting shortcomings and limitations. This must be completed before April 15.
The Central Organization Committee coordinates with the Central Inspection Committee to regularly monitor, grasp the situation, guide, urge and strengthen inspection and supervision of the implementation of reviewing, evaluating, and ranking the quality of Party organizations, party members and collectives, and individuals of leading and managing cadres at all levels.
Provincial Party committees, city Party committees, and Party committees directly under the Central Government shall specifically direct the content of self-criticism, develop a set of quality evaluation and classification criteria for collectives and individuals within the scope of organizations, agencies, and units under their management, ensuring compliance with industry characteristics, fields, functions, and tasks.
The Central Organization Committee is assigned to study and guide the quarterly periodic evaluation of leaders and managers at all levels according to Conclusion 198 of the Politburo.
Every year, the Central Organization Committee issues documents guiding the review and evaluation, and quality classification of collectives and individuals in the political system, meeting practical requirements.
