In the period 2026-2030, GRDP growth averages over 11%/year
On behalf of the Politburo, General Secretary To Lam has just signed and issued Resolution No. 02-NQ/TW of the Politburo on "Building and developing Hanoi Capital in the new era".
The Politburo's Resolution set out specific goals and targets to 2035; to 2045 and towards the 100th anniversary of the liberation of the Capital (2054) and to 2065.
Accordingly, by 2035, Hanoi will become a green, smart, modern city; converge cultural quintessence, integrate internationally more deeply; have high competitiveness, stable socio-political situation, peaceful city, happy people, becoming a safe, friendly and attractive destination.
By 2045, Hanoi will become an important innovation center of the Asia-Pacific region, a gathering place for knowledge and technology; modern urban infrastructure and management; people with a high quality of life; civilized, safe, livable, and happy society.
Towards 100 years of liberation of the Capital (2054) and to 2065: Hanoi is a global city with a high and sustainable development level; belonging to the group of capitals with high quality of life and happiness in the world.
The Resolution sets out specific targets for the period 2026-2030, GRDP growth averaging over 11%/year; by 2030, the GRDP scale will reach over 113 billion USD, and the average per capita will reach at least 12,000 USD.
In the period 2031-2035, GRDP growth averages 11% or more; by 2035, the GRDP scale will reach about 200 billion USD, and the average per capita will reach at least 18,800 USD...
The contribution rate of total factor productivity (TFP) to growth reached 60%; the contribution rate of digital economy to growth reached 50%; the proportion of cultural industry reached 10% or more.

The Politburo's Resolution outlines 9 groups of key tasks and key solutions. In which, regarding the planning of the Capital's development with a long-term and stable vision, the resolution clearly states the development of a stable and long-term master plan for the capital, with a 100-year vision.
In which, research to expand development space, clearly define the goal of building a "civilized - civilized - modern - happy" Capital, a center of knowledge, creativity and high value-added services of the nation.
Switching from "static planning" to "dynamic and open planning", associated with infrastructure development strategies, digital data application and smart city analysis and simulation platforms; ensuring urban development has scientific basis, transparency and long-term efficiency.
Develop Hanoi according to a cluster urban model, multi-layered, multi-layered, multi-polar, multi-center; synchronously connected by a strategic infrastructure system and a large volume of public transport network.
Fundamentally transform from a "monopole focused" structure to a multi-center, multi-polar - linked - spreading structure, in which each development pole is a dynamic center with specialized functions, both autonomous and organicly linked in the unified whole of the Capital, the Capital region and the whole country.

Invest in building a rapid urban railway system, striving to complete about 100km by 2030; gradually master technology, improve investment capacity, management and operation (by 2030 master about 50% of the workload; by 2050 basically master the entire amount).
Develop high-speed railways connecting regions, river ports, airports. Dual-use exploitation of Gia Lam and Hoa Lac airports; research and build the second international airport of the Capital region in the Southern region.
The Resolution emphasizes promoting regional linkages and development. Accordingly, priority is given to allocating resources to promote linkages between Hanoi and provinces and cities in the region. Forming an open development space for the Capital region, operating under a soft mechanism, in which Hanoi plays the role of core, presiding over and leading.
Another group of tasks is building a breakthrough institution for the development of the Capital. In which, perfecting a synchronous institution, ensuring superiority, superiority, and sufficient capacity to effectively handle issues of Hanoi, the Capital region, the Red River Delta region, the midlands and northern mountainous region and issues of national and international scope.
Another group of tasks is to comprehensively develop the culture and people of the Capital. Along with that, establish a new growth model of the Capital, taking knowledge, science, technology, innovation, digital transformation, cultural resources and high-quality human resources as the central driving force, which is a key factor in creating breakthroughs in productivity, growth quality and competitiveness.
