The Prime Minister requested the Ho Chi Minh City People's Committee and the Tay Ninh Provincial People's Committee to complete investment procedures for the Ho Chi Minh City - Moc Bai Expressway project and urgently select investors to implement before April 30, 2025.
The People's Committee of Ho Chi Minh City and the Ministry of Transport will study and deploy a railway line connecting Ho Chi Minh City and Long Thanh; the People's Committee of Binh Duong province will soon study and invest in a metro line connecting Ho Chi Minh City from Suoi Tien railway station to Binh Duong.
The Ministry of Transport shall preside over and coordinate with the People's Committees of Dong Nai province and the People's Committees of Ba Ria - Vung Tau province to study the plan to upgrade National Highway 51 to an urban expressway to improve traffic capacity, reduce congestion and traffic accidents.
Regarding the Long Thanh International Airport project, phase 1, the Prime Minister requested relevant ministries, branches and functional agencies to build the overall progress of the project according to the required targets to celebrate the 14th National Party Congress and major national holidays.
The consulting units advised the investor to simultaneously implement the project acceptance and audit work.
For the Ho Chi Minh City - Long Thanh Expressway expansion project, the Ministry of Transport, the Ministry of Planning and Investment, and the Ministry of Finance shall implement the direction of the Prime Minister in Notice No. 31/TB-VPCP dated January 26, 2025 of the Government Office to urgently arrange central budget capital and other legal capital sources.
In particular, study and implement shortened procedures to soon start construction and put the project into operation in sync with the Long Thanh International Airport project.
The Ho Chi Minh City People's Committee shall preside over and coordinate with the Ministry of Transport, the Ministry of Finance, and relevant ministries and branches to study and propose a special mechanism for investment in the metro line connecting Tan Son Nhat International Airport with Long Thanh International Airport (study the selection of investors in the form of "key to handover").
According to the announcement, the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway construction investment project and the Huu Nghi - Chi Lang expressway construction investment project are two important projects with the goal of removing infrastructure bottlenecks in Cao Bang and Lang Son provinces.
The two expressways connect the northern mountainous provinces to form an economic corridor of border gates; have an important significance in socio-economic development and ensuring national defense and security, especially in border provinces.
At the same time, it is necessary to ensure the consistent goal of opening the expressway from Cao Bang - Lang Son - Hanoi to Ho Chi Minh City - Can Tho - Ca Mau in 2025.
Therefore, these two projects strive to complete the route before December 31, 2025.
The Prime Minister requested the provinces of Cao Bang and Lang Son to urgently complete site clearance for all two routes and hand them over for construction in the first quarter of 2025, at the same time, mobilize the entire political system to join hands with investors and investors to implement the project on schedule and ensure quality, hygiene, safety, and ensure a bright, green, and clean landscape environment.
