On November 6, Deputy Prime Minister Tran Hong Ha chaired a meeting on finalizing the draft Decree on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction and restoration of points on driving licenses; and the draft Decree detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety.
Colonel Pham Quang Huy - Deputy Director of the Traffic Police Department said that one of the new points is that the draft Decree has increased the penalty level to ensure deterrence against groups of behaviors that are dangerous to society and cause traffic accidents.
These include acts such as not complying with traffic rules; violating vehicle control regulations; related to road transport; affecting state management activities; causing public disorder; and racing.
Some opinions suggested studying regulations on publicizing the identities of traffic safety violators; increasing detection and punishment of groups of behaviors that are the main causes of traffic accidents, such as handling violations of alcohol concentration in recent times.
The representative of the Ho Chi Minh City People's Committee proposed to have sanctions to handle subjects and vehicles participating in the behavior of encouraging swerving and racing; adding sanctions to confiscate trailers attached to motorbikes and mopeds.
Major General Nguyen Van Minh, Deputy Director of the Traffic Police Department, said that the draft Decree has added provisions on the responsibilities of families, schools, and educational institutions in managing students using motorbikes to participate in traffic.
The Ministry of Education and Training includes students' compliance with road traffic safety laws in the annual competition assessment criteria of high schools.
From the reality of many tragic traffic accidents that occurred to pedestrians while crossing the street, Deputy Prime Minister Tran Hong Ha emphasized that the Decree must change the awareness and behavior of traffic participants, respect the law and the lives of others, "correct and strictly handle even the smallest violations".
The Decree also needs to stipulate the responsibilities and tasks of state agencies and local authorities in managing traffic infrastructure, organizing traffic activities (traffic lights, traffic flow, signs), inspecting vehicles, etc.
"The law stipulates that pedestrian crossings must have lines, signs, or traffic lights, but if there are none, which agency is responsible?", the Deputy Prime Minister raised the issue.
For smart vehicles, machinery, and new technology traffic equipment, there must be a separate and appropriate management mechanism. "If we don't know, we must have a way to manage it, not ban it."
The Deputy Prime Minister also gave his opinion on the management of students using motorbikes and scooters in traffic.
The Deputy Prime Minister requested regulations on teaching and guiding students about the law, traffic safety awareness, and motorbike driving skills, "with specific curriculum and locations", linked to the responsibilities of families, schools, and educational institutions.
Regarding the handling of swerving and racing behaviors, the Deputy Prime Minister emphasized that these are behaviors that are dangerous to society. In addition to strictly handling violators, it is necessary to study regulations on confiscating and handling violating vehicles; set up a hotline, and deploy preventive solutions right from when the subjects have not yet gathered to race.
