This content is stated in the Conclusion Notice of General Secretary and President To Lam at the working session with agencies on the results of 1 year of implementing Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development (Notice No. 160-TB/VPTW, dated August 29, 2026 of the Party Central Committee Office).
Notice 160-TB/VPTW clearly states a number of key tasks for the coming time. Among them is the task of creating substantive innovation from within the education sector.
The Party, State and the whole society have and will continue to pay attention and best conditions to education. The education sector is required to respond to that attention with a profound and comprehensive self-renewal, from school governance, building a teaching staff, to teaching and learning content and methods, exams, tests, and assessments.
The requirement is to reduce one-way transmission, memorizing, coping learning, learning only for exams; at the same time, strengthen self-study, practice, experience, independent thinking, creativity and problem-solving ability. However, if the exam method and assessment method do not change, it is very difficult to change the teaching and learning methods. In addition, it is necessary to reduce administrative procedures, meetings, reports and formal tasks so that teachers have more time for expertise and students.
The ultimate goal of education is not grades, degrees or rankings of schools, but how to educate people. Therefore, it is necessary to better implement the requirement of comprehensive education on morality, intellect, physique, and aesthetics; in which, special attention should be paid to morality, personality, physical and mental health, culture, history, art, national pride, and Vietnamese language pride.
At the same time, develop digital capacity, foreign languages, STEM (integrated education activities of science, technology, engineering and mathematics), scientific thinking, creativity and adaptability. Research and build a socialist school model and pilot it in areas with sufficient conditions.
It is proposed that the Government Party Committee direct the substantive assessment of the implementation of the 2018 General Education Program; continue to review and streamline in a practical direction, reduce the burden, take general education as the foundation, ensure that all students are educated, equipped with full knowledge, skills, qualities and necessary competencies; pay attention to moral education, personality, patriotism, sense of responsibility, aspiration to contribute and develop digital capacity, capacity to use artificial intelligence.
Review and improve textbooks and learning materials in a practical and effective direction, without increasing learning pressure and costs for students and families. Promptly adjust inadequate contents, especially subjects that directly contribute to shaping personality, patriotism, social responsibility awareness and aspirations to contribute such as moral education, civics, history, Vietnamese, and literature.
Request to thoroughly rectify violations and negativity in education; seriously and substantively implement the motto "teacher is teacher, student is student". Resolutely and seriously handle achievement disease, fraud in learning and exams, distorted tutoring - extra classes, negativity in enrollment, training, diplomas, plagiarism, scientific fraud, school violence and deviations from standards in teacher-student relationships.
