In the afternoon of April 20, the National Assembly discussed in the hall on supplementary assessment of the results of implementing the socio-economic development plan (SEDP) and state budget in 2025; the situation of implementing the SEDP and state budget in the first months of 2026.
At the hall, delegate Chau Quynh Dao (An Giang delegation) shared that lottery is one of the fields that plays a very important role in the socio-economic development of the country because this is an industry that bears little financial risk, is stable and has large budget revenue.
Statistics from the Ministry of Finance in 2025 show that, if calculated separately, 21 Lottery companies in the South have a total revenue of 155,500 billion VND, of which 52,000 billion VND contributes to the budget.
Indeed, this figure is of great significance to localities in spending on development investment, especially social security to improve and enhance people's lives" - delegate Chau Quynh Dao said.
This delegate said that whether in reality or from a behavioral economics perspective, XSKT approaches low-income groups a lot. The majority of people in difficult circumstances like to buy lottery tickets to hope to realize their aspiration to change their lives.
Meanwhile, the main sellers on sidewalks or alleys are vulnerable groups such as lonely elderly people, women and children in difficult circumstances, people with disabilities or migrant workers.
Huge revenue sources like that, but in reality, their lives are still precarious" - the delegate from the An Giang delegation emphasized.
From the above analysis, delegate Chau Quynh Dao said that there are still legal loopholes.
Accordingly, Decree No. 122 of 2017 stipulates that profit distribution for lottery business enterprises needs to distribute profits and establish funds according to the provisions of Decree No. 91 on state capital investment in enterprises.
However, currently this mechanism has not been specifically and clearly regulated on the issue of ensuring certain sources of benefits to directly care for lottery ticket sellers.
This person added that the freelance labor force responsible for the final stage in the lottery ticket distribution chain to consumers is mostly selling lottery tickets on the street.
The relationship between this labor force and agents and businesses is mainly a buy-and-sell relationship, without official labor contracts, without social insurance (SI), without health insurance, life is very difficult.
Although the job is genuinely "benefiting the country and the family", making a living is very risky and hard; working conditions regardless of sun or rain, and holidays.
Working with risks such as traffic accidents, unsold lottery tickets, unfavorable weather conditions, and even fake lottery tickets being swapped. We really want to have access points to ensure the lives of this labor force" - delegate Chau Quynh Dao proposed.
Another issue is that the strict prohibition of bonuses or discounted commissions not exceeding the maximum level prescribed by law leads to low income because street lottery ticket sellers mainly rely on commissions.
Specific examples include that currently one bill costs 1,000 VND, a day of selling at peak times, struggling to get 200 bills to get 200,000 VND, while the cost of rent, food, medicine, and sending home to take care of the family in the countryside is very difficult.
We have Decrees and Circulars regulating the management and business activities of XSKT, but in reality, they do not fully cover the distribution of profits in a fair manner, ensuring the lives of all parties.
This delegate proposed that the National Assembly and the Government continue to review and improve the legal system on labor and social insurance.
It is necessary to recognize this as a special freelance worker, and ensure legal status to be protected by social insurance. The State needs to support this force to easily access voluntary social insurance with support from the state budget or from the welfare fund of XSKT company" - said the representative of the An Giang delegation.
