The Prime Minister requested the development of day care models for the elderly and community centers in the direction of "taking care in the morning and bringing home at night".

Deputy Prime Minister Le Thanh Long has just signed Directive No. 35/CT-TTg of the Prime Minister on strengthening the implementation of the work of the elderly adapting to population aging.

In the Directive, the Prime Minister requested ministries, branches and localities to focus on implementing synchronously and effectively solutions to adapt to population aging, based on assigned functions and tasks; consider the work of the elderly as a regular and long-term task, associated with the goal of sustainable development.

The Ministry of Health shall preside over and coordinate with relevant ministries and agencies to develop a Law amending and supplementing the Law on the Elderly to ensure a strategic, feasible and synchronous vision, ensuring the strong promotion of the role, potential, knowledge and experience of the elderly in various areas of social life, adapting to population aging.

Submit to the Government to issue a Decree amending and supplementing Decree No. 103/2017/ND-CP dated September 12, 2017 of the Government regulating the establishment, organization, operation, dissolution and management of social assistance facilities, ensuring that they are suitable for the practical situation.

Guiding localities to develop day care models, community centers in the direction of " welcoming in the morning, bringing home in the evening"; supporting elderly care at home, in communities and elderly care facilities; promoting the development of elderly clubs and inter-generational clubs to help each other.

Focus on reforming administrative procedures, connecting data sharing, and guiding the elderly to easily carry out administrative procedures within the scope of the functions and tasks of state management of the Ministry of Health.

The Ministry of Construction shall preside over and coordinate with ministries, branches and localities to continue implementing policies to support housing for storm and flood prevention for poor and near-poor households, in which special priority is given to poor and near-poor households with elderly people.

The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Health and the Central Committee of the Vietnam Association of the Elderly to support and create conditions for the elderly to participate in promoting digital transformation and startups; preside over appropriate scientific research and research projects and innovations.

The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Health, the Ministry of Agriculture and Environment, the Ministry of Finance, the Ministry of Culture, Sports and Tourism, the Central Committee of the Vietnam Association of the Elderly and relevant ministries, branches and agencies to research and develop development models for a " silvery economy" adapting to population aging in Vietnam.

The People's Committees of provinces and cities have increased propaganda, raised awareness of the role and importance of policies and laws for the elderly; mobilized people to participate in social insurance, health insurance, and prepare for accumulation for old age.

Direct the review and rearrangement of headquarters and surplus facilities to prioritize and develop day care centers, community activity houses and clubs for the elderly in communes, wards and special areas; synchronously implement solutions to care for the elderly at home and in the community, increase access to social care services.
