On September 16, the Politburo and the Secretariat held a national conference to disseminate 4 Resolutions of the Politburo, including Resolution No. 72-NQ/TW on a number of breakthrough solutions, strengthening protection, care and improving people's health.
Speaking at the conference, emphasizing a number of contents of Resolution 72, General Secretary To Lam clearly stated the guiding viewpoint with the goal of increasing healthy life expectancy, reducing payment for patients, digitalizing the system, strengthening grassroots health care, improving service quality and patient and people's satisfaction.
According to the General Secretary, there are 9 groups of solutions that need to be focused on.
First, improve preventive medicine and public health: vaccination, nutrition, non-communicable disease prevention; real-time epidemiological monitoring.
The General Secretary informed that according to the report of the health sector, we currently have about 50% of vaccines produced, and the remaining 50% must be cooperated with internationally. Focusing on developing vaccines is the most effective, cheapest, and most widely used solutions, "must prevent disease before people get sick because treatment is very difficult and arduous".
Second, develop grassroots health care and family doctors: upgrade health stations, deploy basic service packages, and connect hospital routes.
"In general, it is a grassroots goal, family doctors and grassroots health workers must be cared for, protected, and assessed for their health, no one is left behind, not only for medical examination and treatment but also for health protection and care consultation" - the General Secretary stated.
The General Secretary also suggested taking care of the health of the elderly and lonely elderly. He suggested the model of "anti-loneliness for the elderly and the elderly".
The General Secretary expressed his desire to introduce the model of private companies forming centers and should encourage this.
According to the General Secretary, the care of the elderly as well as the care of students, accordingly, people aged 70 - 80, children go to work, grandchildren go to school, and are less active and lonely at home. At that time, nursing homes have cars to pick them up in the morning and take them home in the afternoon. There, they meet friends, colleagues, old friends, confide, talk... Those are very good models. These things must be proactive to prolong the life of the elderly.
Third, the whole health insurance pays in pairs according to the value: expanding benefits, reducing costs for patients.
Fourth, promote the autonomy of hospitals with control: service prices according to real costs, quality disclosure, transparent centralized procurement, and against group interests.
Fifth, ensure the security of pharmaceuticals, equipment, vaccines, electronic bidding, and encourage domestic production to meet international standards.
Sixth, focus on mental health and occupational diseases, integrate into grassroots health care, schools, and workplaces.
Seventh, comprehensive school health: nutrition, physical fitness, reproductive health of minors; data connection with learning records.
According to the General Secretary, this is chaired by the Ministry of Health, chaired by the Ministry of Education and Training, but the important thing is to coordinate with each other. "With the cause of caring for and protecting people's health, the cause of education and training, comrades should be proactive, regardless of one ministry or another, and must coordinate with each other for the people and the people" - the General Secretary said.
Eighth, digital transformation of healthcare: electronic health records for all people, electronic prescriptions, remote medical examination and treatment, shared data warehouses.
Fourth, develop medical human resources: capacity standards, treatment regimes, inter-professional training, and mechanisms to attract people to the grassroots. Strive for the entire population "Healthy to study - Health to work - Health to happiness - Health to protect the Fatherland".
