On December 11, the 10th Session - the last regular session of the 15th National Assembly term held a closing session. In just 40 working days, the National Assembly passed 51 laws and 39 resolutions; reviewed and decided on a series of contents and groups of contents on socio-economics, the State budget, personnel work, supervision and other important issues.
A highlight of the Session is the National Assembly's focus on reviewing and passing many laws with fundamental characteristics, long-term impacts, ranging from economics - finance to science - technology, cyber security, artificial intelligence, healthcare, population and education.
The Resolutions on piloting specific mechanisms and policies for the capital Hanoi, amending and supplementing Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City... are also typical examples of innovative thinking associated with strengthening decentralization and delegation of power, creating new development space for special urban areas that are playing a driving force for the whole country.
Speaking with Lao Dong, delegate Nguyen Thi Viet Nga (Hai Phong delegation) said that the laws and resolutions passed by the National Assembly at this session are closely related to people's lives, such as personal income tax, education, disease prevention, population, construction, land, etc.
In education, the National Assembly's unification of a set of textbooks, consideration of tuition exemption, free textbook support for students, or salary policy, allowances for teachers... are all contents that the public is interested in and following. In the health sector, proposals and solutions related to hospital fees exemption, strengthening grassroots health care, ensuring people's health care right from the front line... are also highly appreciated by the people.
Overall, these social security policies directly bring practical benefits, helping people have more comprehensive access to educational and health services...
The new policies focus on the rights of teachers and health care workers, to improve the quality of education and health care. Regulations on salary classification, incentives and human resource training in the medical sector reflect efforts to solve long-standing "bottlenecks", from lack of human resources, "gray bleeding" to overloading the medical examination and treatment system.
Important foundation for the 16th National Assembly term
Delegate Nguyen Ngoc Son (Hai Phong Delegation) commented that the 15th National Assembly term has laid the foundation for the 16th National Assembly term, especially in the goal of creating and developing. Looking back at the entire 15th National Assembly term, the delegate said that the National Assembly has left its mark with responsibility and creativity, to serve the Fatherland and the people.
Delegate Nguyen Ngoc Son said that the 16th National Assembly needs to continue to remove the bottlenecks that the previous term identified. Many special mechanism resolutions have a term of application in the next term, so the 16th National Assembly must summarize, evaluate and legalize these resolutions to create stability in the legal system for the next terms.
Delegate Nguyen Van Rien (HCMC Delegation) emphasized the effectiveness of group discussion in groups. Experts and delegates had the opportunity to deeply analyze socio-economic issues, security, and population, helping delegates better and more accurately understand the content of the law, thereby improving the quality of the legislative process.
Regarding the explanatory activities, the Delegates highly appreciated the responsibility and frankness of the Ministers and Government representatives.
Delegate Hoang Van Cuong (Hanoi Delegation) affirmed that this is a session that will remove many institutional bottlenecks. The newly issued legal regulations will serve as a foundation for perfecting the legal framework in the 2026-2030 period while creating a foundation for new thinking and approaches in building mechanisms and laws, helping the 16th National Assembly term to carry out work more smoothly and effectively.
