The above content is stipulated in the Law on Digital Transformation recently passed by the National Assembly this morning, December 11.
The law sets out minimum requirements for digital systems that are mandatory for information systems, digital platforms, databases and digital services of state agencies; digital systems serving public interests, essential digital services and digital systems assigned by state agencies to provide public services.

For the digital system of other organizations and enterprises, the State encourages the application according to capacity and needs; ensures network security level according to level; has a mechanism for monitoring, detecting, warning, responding and restoring operations when incidents occur, etc.
Digital systems and digital services must meet standards, regulations, and technical requirements on minimum access for users, including people with disabilities, the elderly, and other vulnerable groups, etc.

State agencies are responsible for guiding and supporting people in the process of performing services; publicizing the process, processing time and handling results according to the provisions of this Law and relevant laws;
Handling according to relevant legal provisions for cadres, civil servants, public employees, and workers when requested to submit additional documents in cases where the information system serving administrative procedure settlement has connected, exploited, and used data from national databases and specialized databases.
Minister of Science and Technology Nguyen Manh Hung said that, in response to the opinions of National Assembly deputies, the draft Law has been reviewed and revised in the direction of regulating the handling according to the law for cadres, civil servants, public employees, and workers when requested to submit additional documents in cases where the information system serving the settlement of administrative procedures has been connected, exploited, and used data from national databases and specialized databases.
The Law is studied and supplemented with a number of original contents, minimum requirements for digital systems, such as: Strengthening connection, sharing and reuse of data to improve management efficiency, limit duplication, reduce procedures and improve decision-making capacity;
Support connection and integration from the beginning, based on open standards, open architecture and standard application programming interfaces to facilitate data sharing and connectivity between systems; ensure the ability to connect and share standard data with other systems;
Support the application programming interface according to technical standards and regulations; use national data standards, open standards, standards, technical regulations according to regulations; connect, integrate and exploit data to serve the settlement of administrative procedures.
The regulations will overcome difficulties and problems in connectivity, synchronization to serve the settlement of administrative procedures, and the provision of online public services.
