On the morning of April 24, with 477/489 delegates participating in the vote in favor, the National Assembly voted to pass a Resolution on a number of breakthrough mechanisms and policies to develop Vietnamese culture, in which it agreed that November 24 every year is Vietnam Culture Day, and workers are allowed to take leave from work.
Previously, presenting a report explaining and absorbing the opinions of National Assembly deputies, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh said that, absorbing the opinions of the Committee for Culture and Social Affairs, the Government has researched, reviewed, and revised the draft resolution according to the principle that the policies are clear, mature, ensuring feasibility, and high consensus will be stipulated immediately in the resolution.
At the same time, it is proposed that the National Assembly assign the Government to detail issues that require flexible management, and new issues that need to be piloted for the promulgation of specific policies.
To ensure financial resources for implementation, the Minister informed that the Government has reviewed and clearly identified resources for cultural development, including the state budget annually, ensuring at least 2% of the total state budget expenditure annually and gradually increasing according to practical requirements as stated by the Party's policy in Resolution 80, focusing on mobilizing social resources.
At the same time, the effective implementation of Resolution 162/2024/QH15 of the National Assembly approving the investment policy of the National Target Program on cultural development for the period 2025 - 2035 will also ensure the implementation of this resolution when it is approved.
Regarding the regulation that November 24th every year is Vietnam Culture Day, employees are entitled to leave work and receive full salary, Minister Lam Thi Phuong Thanh affirmed that this regulation is in line with the policy of Resolution No. 80.
According to the Minister, some opinions suggest that the regulation "workers are entitled to leave work and receive full salary" needs to be stipulated in the Labor Code to ensure the consistency and synchronization of the legal system.
However, to ensure that the institutional framework of Resolution 80 is implemented immediately, Minister Lam Thi Phuong Thanh said that the Government requests to maintain the regulation on Vietnam Culture Day, employees are entitled to leave work and receive full salary in Article 2 of the draft Resolution.
The Government will also direct the supplementation of this regulation when amending and supplementing the Labor Code to submit to the National Assembly for consideration and approval at the second session of the 16th National Assembly to ensure the unity and synchronization of the legal system.
