On the afternoon of April 23, with 485/494 delegates participating in the vote in favor, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Emulation and Commendation.
According to the new law passed by the National Assembly, a form of commendation can be awarded many times to one subject; achievements are rewarded to where they are.
The law also stipulates that no multiple rewards or multiple forms are given for one achievement, except for merit rewards.
Reporting and explaining before the National Assembly voted, Minister of Home Affairs Do Thanh Binh said that the addition of the phrase "except for merit rewards" is to remove difficulties and obstacles with this type of reward in the process of organization and implementation.
Commendation for merit is commendation according to accumulated achievement standards, which have specified conditions and standards in each form and level of commendation" - said the Minister of Home Affairs.
The law also specifically stipulates 2 types of commendation: "specialized emulation movement commendation" and "specialized commendation".
This new regulation is to ensure that it accurately reflects the nature of the form of commendation associated with the organization and summarization of emulation movements according to each specific task and field and commendation for achievements serving the political tasks of the Party, State, ministries, branches, localities, agencies, organizations, and units without going through the organization of emulation movements.

Regarding the Emulation and Commendation Fund, the Minister of Home Affairs said that the Government has received the opinions of the majority of National Assembly deputies and agreed to maintain the regulations on the responsibility for paying bonuses as in current law.
Through this, "the person who makes the commendation decision is responsible for paying the reward from the emulation and commendation fund managed by their level...".
Minister Do Thanh Binh affirmed that the Government will review regulations on emulation and commendation funds, ensuring sufficient spending sources, using them for the right purpose; ensuring "there is commendation, there is reward".
Regarding obstacles in the implementation process, according to the Minister, the Government has issued a decree, which will stipulate the establishment, management and use of emulation and commendation funds; mechanisms for deducting and establishing separate funds to reward subjects not under human resource management, and salary funds.
Rewards will be focused on individuals, collectives, households directly involved in labor, production, and business; individuals and collectives working in border areas, at sea, islands, areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas; individuals and collectives with typical achievements bringing practical efficiency for the common good, taking the lead in applying science, technology, innovation, and digital transformation.
The new law also clearly stipulates the criteria for awarding the title of "national emulation soldier", title of emulation soldier of ministries, departments, branches, and provinces; "grassroots emulation soldier".
This Law takes effect from October 1, 2026.
