The proposed funding source for implementing pension and allowance increases from July 1

The Ministry of Home Affairs proposes to allocate funds from the state budget and the Social Insurance fund to implement the adjustment to increase pensions and allowances from July 1.

The Ministry of Justice has announced the dossier for appraisal of the draft decree adjusting pensions, social insurance (BHXH) allowances and monthly allowances, which is drafted by the Ministry of Home Affairs.

In the draft decree, the Ministry of Home Affairs proposed from July 1st, to adjust an additional 8% increase on the pension level, social insurance allowance and monthly allowance of June 2026 for the prescribed subjects.

With the option of increasing the pension and allowance level by 8% for all beneficiaries, the drafting agency estimates that the additional funding compared to 2025 is 10,773 billion VND.

In which, the additional funding for the state budget source is estimated at 2,013 billion VND; the additional funding for the Social Insurance Fund source is estimated at 8,760 billion VND.

The Ministry proposes funding sources to implement adjustments to pensions, social insurance allowances and monthly allowances applicable to specific subjects.

State budget guarantees for subjects:

Enjoying social insurance benefits before January 1, 1995; enjoying monthly allowances according to Decision No. 91/2000/QD-TTg, Decision No. 613/QD-TTg and other specific subjects.

Receiving pensions according to Decree No. 159/2006/ND-CP dated December 28, 2006 of the Government on implementing the retirement regime for military personnel directly participating in the resistance war against the US for national salvation from April 30, 1975 and earlier who served in the army for 20 years or more and have been demobilized or discharged from the army;

Decree No. 11/2011/ND-CP dated January 30, 2011 of the Government amending and supplementing a number of articles of Decree No. 159/2006/ND-CP dated December 28, 2006 of the Government on the implementation of the retirement regime for military personnel directly participating in the resistance war against the US for national salvation from April 30, 1975 and earlier who have served in the army for 20 years or more and have been demobilized or discharged from the army;

Decree No. 23/2012/ND-CP dated April 3, 2012 of the Government stipulates a number of regimes for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have served in the army and police for 20 years or more who have been demobilized, discharged from the army, resigned (amended and supplemented in Decree No. 209/2025/ND-CP dated July 21, 2025 of the Government).

The Social Insurance Fund ensures for the following subjects:

Enjoying social insurance benefits from January 1, 1995 onwards, including subjects who are receiving pensions and monthly allowances according to: Decree No. 33/2023/ND-CP dated June 10, 2023 stipulating commune-level cadres and civil servants and non-specialized personnel at the commune level, in villages and residential groups;

Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres and civil servants and non-specialized personnel at the commune level, in villages and residential groups;

Decree No. 92/2009/ND-CP dated October 22, 2009 of the Government on titles, quantities, and some regimes and policies for cadres and civil servants in communes, wards, towns and non-specialized personnel at the commune level;

Decree No. 121/2003/ND-CP dated October 21, 2003 of the Government on regimes and policies for cadres and civil servants in communes, wards, and towns;

Decree No. 09/1998/ND-CP dated January 23, 1998 of the Government amending and supplementing Decree 50/CP dated July 26, 1995 of the Government on the regime of living expenses for commune, ward, town officials and other specific regulated subjects.
