The draft revised Law on Cadres and Civil Servants is expected to be submitted to the National Assembly at the upcoming 9th session. The draft law stipulates the attraction and exploitation of talented people to work in state agencies.
Accordingly, the state has a mechanism and policy of priority and breakthrough in attracting, training, fostering, promoting and treating talented people working in agencies under the political system, ensuring the principle of combining public and private sector resources.
The Government stipulates mechanisms, preferential policies and funding sources according to authority (including funding from the state budget and other legal mobilization sources) to attract and promote talented people in key, key and spearhead areas to serve the rapid and sustainable development of the country.
Along with that, the Provincial People's Council decides on policies to attract and employ talented people to work in agencies and units under its management, in accordance with local conditions and budget capabilities.
According to the Draft Law, based on the regulations of the Government and the People's Council, the orientation, strategy and focus of the development of the industry, field, country and local, head of the management agency of cadres and civil servants identifying industries and fields to prioritize the use of high quality human resources in each stage and decide on the implementation of policies to attract and respect the talented people working in the agency and unit.
Thus, the draft Law has proposed that the Government stipulate mechanisms, preferential policies and funding sources according to its authority to attract and promote talented people in key, key and spearhead areas to serve the rapid and sustainable development of the country.
On that basis, the head of the agency managing cadres and civil servants decides on the implementation of policies to attract and promote talented people under his/her management.
The draft Law is developed in accordance with the principle that the Law stipulates issues of stability, long-term value, issues that have a great impact on social life, new issues that create development without going into processes, procedures, professional and technical standards to create initiative in management and ensure compliance with Party regulations, especially regulations in personnel work.
