Mr. Le Huy Ngo was born on August 13, 1938, in a family with a rich revolutionary tradition, in Tinh Hai commune, Tinh Gia district, Thanh Hoa province (now Hai Binh ward, Thanh Hoa province).
Since studying in a village school, he has soon discovered his love for his homeland and country, following family traditions, so since March 5, 5, when he was a teenager, he participated in revolutionary activities.
From May 1974 to May 1976, Mr. Ngo was a member of the Provincial Administrative Committee, concurrently Head of the Management Board of Vinh Phu Provincial Agricultural Cooperatives; then he was a member of the Provincial Party Committee Standing Committee, Vice Chairman of the People's Committee of Vinh Phu Province.

From 1983 to 1986, he held the position of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Phu province, then Secretary of the Vinh Phu Provincial Party Committee; Alternate member of the 6th Party Central Committee.
From 1988 to 1991, he was assigned by the Politburo to be the Secretary of the Thanh Hoa Provincial Party Committee, and was elected as a member of the 6th Party Central Committee.
From 1991 to 1997, Mr. Le Huy Ngo held the position of Deputy Head of the Standing Committee of the Central Party Organizing Committee.
From 1997 to 2004, he was Minister of Agriculture and Rural Development; Head of the Central Steering Committee for Flood and Storm Prevention. He was re-elected as a member of the 8th and 9th Party Central Committee and a National Assembly Delegate of the 9th and 10th terms.
From October 1997 to June 2008, Mr. Ngo was Head of the full-time department of the Central Steering Committee for Flood and Storm Prevention.
Since June 2008, despite his retirement, Mr. Le Huy Ngo has been an advisor to the pilot program to build a new rural model of the Central Party Secretariat and the National Target Program on new rural construction of the Government.
With those great contributions, Mr. Le Huy Ngo was awarded the 60-year Party membership badge by the Party and the State; the Second Class Independence Medal; the First and Second Class Labor Medals; the First and Second Class Resistance Medals and many other medals, medals and awards.
According to the Ministry of Agriculture and Environment, almost all of Mr. Le Huy Ngo's life has been associated with rural areas, agriculture and farmers. Born in the countryside, raised with the corn of the coastal village, cultivated knowledge from agricultural schools; during his time working in the locality or the Central region, he was also associated with agriculture, farmers and rural areas. Every flood, storm, and natural disaster, he was always present at vulnerable points very early with officers, soldiers, and people in disaster areas to deal with and overcome the consequences in a timely manner. Therefore, many people call him "the person who walks in storms and floods".
The visitation ceremony for Nguyen Minister Le Huy Ngo will take place from 9:00 a.m. to 11:00 a.m. on September 18, 2025, the memorial ceremony will take place from 11:00 a.m. to 11:30 a.m. on the same day at the National Funeral Home, No. 5 Tran Thanh Tong - Hanoi. He will be buried on the same day at Thien Duc Memorial Park, Phu Tho province.
