On November 20, the National Assembly discussed in the hall the draft Law on Teachers.
Speaking at the meeting, delegate Do Huy Khanh (Dong Nai Delegation) said he agreed with the contents proposed in the Teachers Law project to improve the quality of education.
Referring to the issue of extra classes and tutoring, the delegate from Dong Nai said the Ministry of Education and Training needs to coordinate with agencies to issue specific regulations as well as management mechanisms.
According to delegate Do Huy Khanh, in fact, extra classes are a necessary need of society. However, there are currently two streams of public opinion: One is to ban, the other is to manage.
Delegate Do Huy Khanh gave an example: many workers who work overtime in the afternoon cannot pick up their children, so they want to leave their children with the teacher to take them home to be managed. Therefore, the draft Law needs to have a management mechanism for extra teaching and learning.
Agreeing on this issue, delegate Hoang Thi Thu Hien (Nghe An Delegation) said that extra classes are a need of students, parents and families.
For weak students, extra tutoring is needed, for good students, extra tutoring is needed to get better results. Besides encouraging students to study and research on their own, teachers need to provide guidance and direction, which is a legitimate need.
According to this delegate, it is also necessary to consider tutoring as a profitable profession. In fact, there are times when we ban tutoring and extra classes but this still happens. Banning extra classes makes this situation difficult to manage.
"To meet the needs of learners, I think it is necessary to add this provision to the draft law to manage extra teaching and learning. I agree with the provision that teachers have the right to teach extra lessons as a legitimization for this legitimate activity," emphasized delegate Hoang Thi Thu Hien.
Regarding this issue, delegate Chamalea Thi Thuy (Ninh Thuan Delegation) said that it is necessary to thoroughly consider the issue of extra teaching and learning in order to have appropriate regulations.
The Ninh Thuan delegation stated that at point c, clause 2, Article 11, there is a provision that students must not be forced to take extra classes in any form. This provision is necessary, however, this content has also been stipulated in clause 5, Article 22 of the Education Law, which is forcing students to take extra classes for money.
“We need to look thoroughly at the issue of extra teaching and learning to make specific and appropriate regulations. Because in reality, extra teaching is a real need of teachers and students, especially in urban areas and areas with developed economic conditions.
Children are invested in by their families to improve their knowledge beyond the basic knowledge in the classroom. At the same time, the need to find good teachers to learn more is always real" - delegate Chamalea Thi Thuy said.
According to this delegate, if we think that increasing salaries and policies for teachers to solve the problem of extra classes is still subjective and not really suitable for real life.
Regarding the regime and policies for teachers, delegates agreed with the principle that "education must be considered a national policy" in every stage of the country's development. Therefore, attention must be paid to the regime and policies and to honoring the team working in education.
