Respecting talent - a precious tradition of the nation
For a long time, our nation has had a tradition of valuing talents, identifying talents as "the vital energy of the nation".
Inheriting and promoting that tradition, our Party has had many correct policies to gather talents to create victory for the Vietnamese revolution in each historical period.
When the country gained independence, President Ho Chi Minh firmly believed in the idea of “finding talented and virtuous people”. He gathered and assembled a diverse group of talented people at that time, from many different social classes, including Chinese-educated intellectuals, Western-educated intellectuals, etc.
In the early years of innovation, the 6th National Congress of the Party pointed out: "Improving people's knowledge, training human resources, nurturing talents to form a team of intellectuals with dynamic and creative practical capacity". Resolution of the 3rd Central Conference (8th term) on "Personnel strategy in the period of promoting industrialization and modernization of the country", the Party also emphasized: "Pay special attention to discovering, training and nurturing talents to contribute to the development of the country"...
On November 24, 2023, the 8th Central Conference (13th tenure) issued Resolution No. 45-NQ/TW "On continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period", which determined: "Timely discover domestic talents and Vietnamese people abroad; have preferential and breakthrough mechanisms and policies in attracting, training, fostering, employing and rewarding talents".

Realizing the Party's guidelines and policies, on July 31, 2023, the Prime Minister issued Decision No. 899/QD-TTg approving the National Strategy on attracting and promoting talents to 2030, with a vision to 2050.
Through the Party's correct policies and strategic decisions in discovering, attracting and making use of talents, Vietnam's high-quality human resources, experts, scientists and intellectuals have continuously developed in both quality and quantity, making important contributions to the country's industrialization, modernization and international integration.
Efforts to improve the quality of vocational education, increase the proportion of trained workers
The issue of attracting and utilizing talents in our country has been raised for a long time but is still a topical issue and is becoming increasingly urgent, especially in the process of deep integration.
Experts say that the Party's efforts to attract and utilize talents have achieved many results in recent times, but human resources, especially high-quality human resources, have not met development requirements; there is still a lack of breakthrough mechanisms and policies in training and attracting intellectuals, especially elite intellectuals.
In recent years, the legal system on labor and employment has been supplemented and amended to institutionalize the rights and obligations of workers in work, freedom of choice of jobs, occupations, vocational training, and professional improvement, while protecting workers. The expanded employment policy with the Employment Law (2013) is a new step forward in expanding the policy to areas without labor relations.

The National Employment Fund was established very early (in 1992) and played a significant role in the effort to create jobs and employment services for workers. In the period 2011-2019, on average, each year, jobs were created through the support of the National Employment Fund for more than 100,000 workers, equivalent to about 19% of the average annual job increase of the entire economy.
All levels are interested in innovating vocational education to meet the human resource needs of the domestic labor market and participate in the international labor market. The vocational education system has been restructured and transformed into an open, flexible system. These new policies have created new opportunities for vocational schools and apprentices, creating favorable conditions for integration. In 2024, the labor force aged 15 and over will be 53 million people. Of which, the proportion of trained workers with degrees and certificates will be 28.3%.
Transforming awareness of improving human resource quality
Speaking to Lao Dong, Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment (Ministry of Labor, Invalids and Social Affairs) said that in 2024, the labor market has recovered and developed positively, considering both labor supply and demand and the organization of the connection between labor supply and demand. The issue of training and improving the qualifications of workers to participate in and meet the requirements of the labor market is of decisive significance.
In the specific goal of the Labor Market Development Support Program to 2030 issued by the Prime Minister in Decision 176/QD-TTg dated February 5, 2021, the rate of trained workers with degrees and certificates will reach 35 - 40% by 2030.
“This is a very important goal, to meet the human resource needs for development in the new period, requiring sectors at all levels, businesses, organizations and especially workers to change their awareness. Organize training needs assessment and have specific plans to train and improve workers' qualifications and meet the real needs of the labor market. Carry out labor supply and demand forecasting in each locality, region and the whole country.
Implement training according to the 3-together motto: "joint recruitment - joint training - joint employment after training" between enterprises and training units. Have policies and training forms suitable for each labor group, each enterprise, each region and locality; strengthen activities on labor market information and consulting activities, job introduction for workers; have measures to use and effectively use labor after training; pay attention to regular training, lifelong training..." - Mr. Le Quang Trung emphasized.
