On May 2nd, after the official welcoming ceremony, Politburo Member, Prime Minister Le Minh Hung and Japanese Prime Minister Takaichi Sanae and the high-level delegation of the two countries held talks at the Government Headquarters.
Prime Minister Le Minh Hung expressed his belief that the visit will create new momentum to promote and make the Comprehensive Strategic Partnership between the two countries develop more and more "deeper, richer, more substantive and more effective" in all areas of common concern.
Japanese Prime Minister Takaichi Sanae expressed his desire to cooperate with Vietnam to enhance the autonomy and resilience of the economies of the two countries.
The two Prime Ministers agreed to deepen economic cooperation as the main pillar of relations through trade, investment, ODA cooperation, contributing to firmly ensuring economic security, energy security and sustainable agriculture. The two sides agreed on measures to soon bring Japan's investment in Vietnam to reach 5 billion USD/year and bilateral trade turnover to soon reach 60 billion USD by 2030, promote early opening up for Vietnamese green-skinned grapefruit and Japanese grapes, agreed to implement ODA cooperation projects in the field of climate change response, and continue to promote the concretization of cooperation contents within the framework of Japan's initiatives in the region such as the Asia Zero Emission Community Initiative, the Asia Energy and Resource Resilience Partnership Initiative to promote exchanges on energy projects such as nuclear, gas power...
Accordingly, Japan will support arranging crude oil supply for Nghi Son Refinery and Petrochemical Plant. Prime Minister Takaichi affirmed that Japan will continue to support Vietnam in effectively implementing the 1 million hectare rice project to reduce emissions in the Mekong Delta.
Prime Minister Le Minh Hung also highly appreciated the activities of Japanese banks and financial institutions in Vietnam, playing an important bridge between businesses of the two countries. Proposing to build a mechanism for mergers and acquisitions between small and medium-sized enterprises of the two countries, encouraging Japanese businesses to invest in high-tech projects, increase the localization rate, support Vietnamese businesses to participate in investment projects of the Japanese Government, and facilitate business investment in Japan.
Regarding science and technology cooperation, the two Prime Ministers agreed to restart the Vietnam-Japan Joint Committee on science and technology cooperation in 2026 and soon arrange to organize public-private events on high technology.
Prime Minister Takaichi Sanae said that Japan wishes to continue to support Vietnam in improving technological autonomy in fields such as artificial intelligence (AI), semiconductors, space... believing that this is a priority content for cooperation in the coming time, promoting the training of high-quality human resources in high-tech fields through providing scholarships for Vietnamese students and research students, co-financing joint research projects through the Japan-ASEAN Science, Technology and Innovation Cooperation Program (NEXUS), Sakura Scientific Research Program...
Prime Minister Le Minh Hung proposed that the Japanese Government simplify visa procedures for Vietnamese citizens, contributing to creating favorable conditions to achieve the goal of doubling the number of two-way tourists by 2030. The two leaders agreed to closely cooperate with the Vietnam-Japan University project and soon sign an Agreement on Vietnam-Japan Universities between the two countries.
