Major projects in Ho Chi Minh City are directed by the Prime Minister to be removed

On January 4, Prime Minister Pham Minh Chinh and Steering Committee 1568 on reviewing and removing difficulties and obstacles related to projects worked with leaders of Ho Chi Minh City.

At the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai reported that Ho Chi Minh City currently has 12 large projects and works with long-term backlog and problems.

Of these, 6 investment projects are under the authority of the Government and the Prime Minister, along with 3 projects and 3 public assets under the authority of ministries and branches.

In addition, Ho Chi Minh City has listed 66 long-standing real estate projects, of which 34 have been resolved. There are currently 32 projects that need further processing.

Ho Chi Minh City has also identified about 200 backlogged projects and is dividing them into groups to develop a detailed plan for removal.

Concluding the meeting, Prime Minister Pham Minh Chinh said that among the six major projects under the Government's authority, the International University urban project in Tan Thoi Nhi commune, Hoc Mon district has been directed for resolution.

For the remaining 5 projects, including the project to solve tidal flooding in Ho Chi Minh City area with consideration of climate change factors, phase 1 (worth 10,000 billion VND), ministries, branches and Ho Chi Minh City are coordinating to propose adjustments to mechanisms and policies. The Government plans to issue a resolution to remove the obstacles. The Ministry of Planning and Investment needs to submit this resolution for promulgation before January 15.

The Prime Minister directed Ho Chi Minh City to continue to base on Resolution 40/NQ-CP of 2021 of the Government on continuing to implement the project to solve flooding caused by tides in Ho Chi Minh City area taking into account climate change factors, phase 1; Resolution 98 of 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and the new Resolution of the Government, to handle according to authority so that the projects can continue to be implemented.

For the 200 pending projects, the Prime Minister requested that Ho Chi Minh City continue to clearly classify the handling authority and propose solutions according to new laws and instructions from the Government.

With the remaining 32 real estate projects, Ho Chi Minh City needs to review and handle them according to existing regulations and precedents. Issues that do not have regulations or precedents need to be reported and solutions proposed promptly.

The Prime Minister emphasized that the working spirit must be resolute and effective, with clear assignment of "people, work, responsibilities, implementation time, efficiency, and products".

The Prime Minister directed to handle "ripe, clear" issues immediately, while unclear issues need to continue to collect complete information; resolve quickly, effectively, promptly but not let mistakes overlap mistakes, negativity, waste.

The Prime Minister pointed out that any issue under the authority of Ho Chi Minh City must be resolved by the City, any issue under the authority of ministries and branches must be resolved by the ministries and branches, any issue under the authority of the Prime Minister must be resolved by the Prime Minister, any issue under the authority of the Government must be resolved by the Government, and any issue with legal problems will be proposed to the National Assembly for consideration and resolution.
