Dear comrades!

According to the assignment of the Conference Organizing Committee, I would like to present the topic "New and core issues in Resolution 80-NQ/TW dated January 7, 2026 of the Politburo on the development of Vietnamese culture".

The topic is structured into 4 contents:

1. Position, role, and importance of the Resolution.

2. Viewpoints and new issues in the Resolution.

3. New vision of goals and core tasks for developing Vietnamese culture in the new era.

4. Requirements that need to be focused on in implementing the Resolution.

In the presentation, I would like not to repeat the contents of the Resolution, but only focus on clarifying the position, role, importance, new and core issues in the Resolution on the basis of summarizing practice, developing the theory of culture and the requirements of national development in the new era.

I. POSITION, ROLE, IMPORTANCE OF THE RESOLUTION

1. Resolution 80 of the Politburo "On the Development of Vietnamese Culture" was born in a special context. Previously, in 2025, our Party issued 7 resolutions with strategic breakthrough significance in key areas of national development. The preparation of this Resolution is associated with the process of completing the draft "Political Report" submitted to the 14th Party Congress - a comprehensive strategic document to bring the country into a new era, in which a very important content is culture and people. Thus, Resolution 80 on culture shows harmony, compatibility, and synchronization with the important documents mentioned above.

2. If from Doi Moi to now, our Party has had a series of resolutions on culture, typically Resolution 05-NQ/TW in 1987; Resolution of the 5th Central Committee (8th term) in 1998, Resolution 33 (11th term) in 2014... These resolutions have played a great role and effect in orienting the development of national culture over the past time. Thus, Resolution 80 must both summarize practice, inherit and develop both theory and practice of previous resolutions; and must meet very high and new requirements when the country enters a new era with the need for breakthroughs to develop the country quickly and sustainably.

3. Currently and in the coming years, the world is in the process of establishing a new order with very rapid, complex, and unprecedented changes, notably competition between cultures, including value competition and the influence of the cultural industry... fundamentally changing the standards of conduct and value systems. That is a new and fierce challenge posed for the development of our country's culture.

From the above context and characteristics, when determining the position, role, and new development requirements of Vietnamese culture, right in the general overview, the Resolution has identified: "The need for national development in the new era requires there to be breakthrough strategic and synchronous policies to overcome limitations and inadequacies, proactively seize opportunities, overcome challenges, and promote cultural development... Affirming the position and stature of Vietnamese culture worthy of being a socialist-oriented developed country with long-standing cultural and cultural traditions, making worthy contributions to the flow of human civilization". The very concise contents above are not wishes or appeals, but very new, very high, and comprehensive requirements of national history for culture in the new era. It is from the above aspirations and strategic vision that Resolution 80 has identified the guiding viewpoints, goals, tasks and solutions for cultural development from now to 2030 and vision to 2045.

II. VIEWS AND NEW ISSUES IN THE RESOLUTION

Dear comrades!

The views and contents in Resolution 80 contain inheritance and theoretical development of culture as well as defining the goals and major tasks of building and developing culture through objective assessment of achievements and limitations of culture in recent years. It can be affirmed in some of the following contents:

1. Previous resolutions all defined "culture as the spiritual foundation of society". That is true when it is defined that culture belongs to the top architecture, and its products have spiritual value for people and society. However, both in terms of new theory about culture, the reality of the country over the past 40 years and the modern world have opened up a new perception.

To be able to develop the country sustainably, culture is not only a "spiritual foundation", but must become a solid foundation for development. Resolution 80 has 03 affirmations: "Culture and people are the foundation", "Cultural development must truly become a solid foundation" and from there, the Resolution points out the requirement: "Party committees, Party organizations, cadres, party members and people thoroughly grasp, fully, deeply, and comprehensively understand the fundamental role and important endogenetic strength of culture in national development". Thus, Resolution 80 shows the inheritance and development of cultural awareness. That is a deep, comprehensive and new viewpoint on the position and role of culture.

Regarding this content, President Ho Chi Minh affirmed "Five major points in building national culture", which are:

1. Building psychology: spirit of independence and self-reliance;

2. Building morality: knowing how to sacrifice oneself, benefiting the masses;

3. Social construction: all endeavors related to the welfare of the people in society;

4. Political construction: civil rights;

5. Economic development.

Thus, when successfully building a national culture with "five major points" as above, culture itself will be a "solid foundation" for the country's development in terms of spirit, psychology, morality, society, politics and economy.

2. The cultural values created are "important endogenous resources, a great driving force" for development and those values must "penetrate deeply" into all areas of life, directly contributing to creating high quality for all areas of human life (Not using culture as beauty, as decoration, their external design!).

The argument "making culture deeply ingrained in the entire life, in all fields of activities and human relationships" is an important argument determining the method of cultural development, affirmed in Resolution of the 5th Central Committee (8th term).

Fully inheriting the above argument, Resolution 80 continues to delve deeper, stating higher requirements and tasks, not stopping at social relations, but requiring higher: "Culture must deeply penetrate "from politics, economy, society, environment to national defense, security, foreign affairs, truly become the soft power, the internal strength of the nation in the new era". Specifically, comprehensively and strategically, the Resolution also emphasizes a principled requirement: "Culture must deeply penetrate into all planning, plans, projects, with long-term vision and high standards, ensuring synchronization and compatibility with breakthrough policies and solutions on economic development, education, science, technology and digital transformation".

In recent years, we have had many persistent solutions to implement the "deeply penetrating" viewpoint, but the results are still limited. manifestations such as lack of culture, subculture, even anti-culture, and unculture have not been effectively prevented, sometimes even increasing worryingly. From that reality, the content of the Resolution is a very high requirement, a fierce challenge, with profound practicality both in the short and long term, requiring the direction and organization of implementation to be extremely persistent and creative of the entire Party and political system.

3. From a new, overarching vision of culture, Resolution 80 for the first time introduced two new categories of culture, which are, culture is the "pillar", culture is the "regulating system" for rapid and sustainable development of the country. Thus, along with politics, economy, and society, culture becomes one of the four pillars of development. Meaning that the two arguments "culture is the foundation" and "culture is the pillar" of development have affirmed a new vision, both inheriting previous views and having breakthroughs in the theoretical awareness of culture in the new development period of the nation. Being the foundation, the pillar, must be built firmly and sustainably, just as the Party's Platform and documents have affirmed that "an advanced culture, rich in national identity" must be one of the eight characteristics of socialism.

Thoroughly implementing the above ideology requires us to resolutely overcome the trend of only focusing on pure economic growth but underestimating cultural and human construction. That trend has appeared and thus, we certainly cannot achieve sustainable development, and even will not have complete socialism according to our Party's renovation viewpoint.

I would like to further clarify that culture is a regulatory system, a very important term that initially appeared in the Resolution. People create culture and in turn cultural values and standards help people perfect their personality, regulate human relationships with the world and with themselves. The specific strength of culture lies in this regulatory function. That strength stems from cultural values and standards in human character and is a decisive factor in the role and regulatory function for the movement of fields in life, creating a harmonious development of human relationships with nature, human relationships with society, human relationships with community, and human relationships with oneself.

The Document of the 13th Congress identified 10 major relationships in all key areas of the country and requested "to firmly grasp and handle well, absolutely not to be extreme or one-sided". To do that well, leaders and managers must have bravery, qualifications, intelligence, conscience and cultureful and deep awareness. The regulatory power of culture is deeply expressed in both macro and micro areas, just as UNESCO stated "development needs to recognize culture, maintain a central position and social regulatory role". Because, if we only have a political stance and viewpoint, we still cannot create social strength and trust.

In recent years, we have not paid due attention to this role of culture, focusing intelligence on building a legal system to "adjust" social issues is extremely necessary, but at the same time, we must strongly and substantially promote the regulatory role of culture, because the law cannot be present in all aspects, all issues of human life (even in Buddhist law there is a warning for people to "purify the mind" so that people can self-improve, rise up to goodness, truth, goodness, and beauty, and overcome greed, anger, and delusion). Only by culture combined with law under the leadership of the Party can that be done completely and completely.

4. To make the Resolution on culture synchronous and harmonious with the recently announced resolutions, based on firmly grasping the breakthrough development of the modern world and the great aspirations of the nation. Therefore, the outstanding characteristic of the viewpoint and cultural development guidelines in Resolution 80 is "developing science, technology, innovation, digital transformation, creating new space, new impetus for cultural development", from which the Resolution affirms that "the application of science, technology, and digital transformation in the cultural field is one of the three breakthrough fields". And to implement this task, the Resolution requires "building breakthrough mechanisms and policies to "develop" the above contents in the cultural field, promulgating a code of conduct in the digital space, cleaning up the digital cultural environment; building a digital cultural ecosystem".

To realize the very new policy, associated with modernity in cultural development, a series of tasks are pointed out in this Resolution to create a breakthrough momentum for cultural development. At the same time, associated with that requirement throughout the Resolution is the task of perfecting institutions, creating strategic breakthroughs, unlocking resources, focusing on building laws on cultural activities, removing bottlenecks, obstacles, limitations, and constraints of cultural development over the years, building specific policies for these particularly delicate fields, strongly shifting from management to creation and service, from management to modern cultural governance.

In the guiding viewpoint, to implement the above new ideas, the Resolution affirms the forces and subjects of cultural development, in which the Party directly and absolutely leads, the State manages, closely linked to the role of creative subjects are the people and intellectuals, artists, cultural officials, and entrepreneurs playing an important role. This viewpoint is the inheritance, development, supplementation, and concretization of the guiding viewpoints in previous resolutions on culture.

5. A new perception in Resolution 80 clearly shows in two contents linked together: cultural development must be "on par with politics, economy, society", associated with building a cultural security posture, human security and digital cultural sovereignty.

In Resolution 33 of 2014, when assessing the limitations of culture, it was recognized that cultural development is "not commensurate" with the fields of politics, economy, defense, security, and foreign affairs; and at the same time, it is required that "culture must be placed on par with economy, politics, and society". That is a step forward in awareness and direction. However, "parity" mainly refers to quantity and development charts in the specific relationship of the four fields.

Resolution 80 this time has surpassed that thinking, by placing culture "on par" with politics, economy, and society. Here, it is not a change in words but a new vision, pointing out the quality and position of culture in "national positioning". This vision is not simply in terms of theory but is a high demand for fundamental changes in thinking and actions to develop culture, affirming the new stature of modern Vietnamese culture in the new era of development.

When placing Vietnamese culture in the context of the world in the process of establishing a new order..., the Resolution pointed out "prominently competition between cultures, including value competition" and identified a very new requirement "building a cultural security and human security posture..." From 1943, in the "Outline of Vietnamese Culture", our Party affirmed "culture is one of the three fronts, where communists must operate".

Inheriting consistently and creatively in the completely new context of the modern world, Resolution 80 has pointed out the task of "building a cultural security posture". Through this, the content of this posture can be clearly recognized in the following basic factors:

(1) Maximizing the value and strength of Vietnamese culture and people in the new era;

(2) Harmoniously and effectively handle the internal relationships of culture;

(3) Between construction and opposition, tradition and modernity, national and international;

(4) Encourage and respect the increasingly diverse development of modern Vietnamese culture, and at the same time focus resources, materials, and financial resources on the mainstream, the main force of culture, which is patriotism, national independence and socialism, building and fostering the personality of Vietnamese people;

(5) Building a healthy cultural environment from families, schools, communities to the whole society and in the digital space.

These 5 factors are a solid shield of the cultural security posture, while proactively and actively integrating internationally in culture, building Vietnam into an attractive destination for regional and world-class cultural and artistic events; linking the cultural security posture with national defense and security, resolutely handling bad and toxic information, anti-cultural information, fake news on social networks and other media, building a "resistance" against the complex and deviant impacts of foreign, offensive, and non-cultural cultures, "especially on cross-border online platforms".

III. NEW VISION OF GOALS AND CORE TASKS FOR DEVELOPING VIETNAMESE CULTURE IN THE NEW ERA

Dear comrades!

Resolution 80 covers all fields and specific types of culture, and at the same time identifies goals, tasks and solutions for each field (Request comrades, according to their functions and tasks, study the contents in the Resolution). To clarify the new vision and high requirements of the Resolution, I would like to present the most general features and some "core and new points", thereby visualizing the position, stature, and appearance of Vietnamese national, democratic, humane, scientific, and modern culture in the future.

1. Previous documents on culture often defined general orientations, goals, and specific goals, but mainly stopped at general orientations. Resolution 80 also affirmed general goals for each field and pointed out some specific targets that need to be achieved, meaning, linking high requirements for development quality with specific quantification of some cultural fields. That is scientific - practical thinking, avoiding general requirements that do not assess the results in each stage.

For example: The general goal of the cultural industry is to "promote development..., form a startup ecosystem for cultural and creative arts industries", associated with that goal being the target "this industry contributes 7% of GDP by 2030 and strives for 9% by 2045, forming 5-10 national brands in the cultural industry". Or, in the guiding viewpoint affirming "investing in culture is investing in national development, for the future of the nation", the target clearly defines "ensuring commensurate resources for cultural development, allocating at least 2% of the total annual state budget expenditure for culture and gradually increasing according to practical requirements" (previous resolutions did not directly determine targets but assigned them to the State. In recent years, the State has decided 1.8%, but in reality it has hardly been achieved, the highest year is just over 1.7%). Resolution 80 affirms "minimum 2%" and also orients to gradually increase according to practical requirements" is a major breakthrough, unprecedented for investment in culture.

Thus, based on affirming the "breakthrough policy of strategic nature", the Resolution has closely linked and formed a system between viewpoints, goals, tasks and cultural development solutions.

2. Building people is always the central, core, and highest goal in our Party's resolutions on culture. Resolution 80 has thoroughly inherited that ideology, suggested and specifically identified, and perfected new contents; and at the same time emphasized the dialectical principle of "developing culture for the perfection of socialist human character in the new era and building people for cultural development".

The argument is very familiar, but at this time it becomes very important because in recent years, in practice, there has been a situation of separating those 2 requirements, or turning culture into pure entertainment, even a few people deny the function of building people, considering culture, literature, and art as a "playground"... a fairly common manifestation is considering culture only as specific professional activities, not focusing on the core and central goal of building people, therefore, in recent years, culture has not been sufficient to effectively impact the nurturing of personality and building a healthy cultural environment, leading to degradation, degeneration, evil, fake, and ugliness... tending to increase, causing concern, anxiety and frustration in society.

To build and improve the character of Vietnamese people in the new era, Resolution 80 requires the synchronous implementation of the cultural value system, national value system, family value system, and standards for Vietnamese people. Summarizing the research results and determining the content of the above value systems implemented from the 13th National Congress to now, Resolution 80 has clearly affirmed the specific components of those value systems. This is an important step forward both in theory and practice, because those components will orient as standards for the whole society, for collectives and communities, for each individual to practice, cultivate, strive to rise up, and self-improve their character. The manifestations of confusion, deviation from standards, and chaos of standards... will be regulated by culture and regulated by law.

Associated with the task of building people, the Resolution has repeatedly emphasized building a humane, healthy, and modern cultural environment. The new point here is that, continuing to affirm the ideology in previous Resolutions on building a specific living environment, Resolution 80 requires "building a healthy digital information environment, purifying the digital cultural environment" - a new challenge for us, both urgent and long-term, strategic when modern society develops to a high level with extremely rapid and complex digital transformation. The anticipation of a modern cultural environment is a manifestation of a strategic long-term vision and the comprehensive depth of Resolution 80.

To promote the beauty, strength, and identity of Vietnamese people and culture in the modern world order, the Resolution emphasizes the task of "proactively and actively integrating internationally in culture". The breakthrough thinking in identifying this major task is to bring culture into all foreign affairs activities at the highest and most effective level in all political, economic, cultural, social, defense, and security fields to both actively integrate and be alert to receive the cultural quintessence of humanity - two processes of cultural development in the modern era.

3. Understanding culture is a particularly delicate and very specific field, so when determining viewpoints, goals, tasks, and solutions, Resolution 80 always pays attention to this characteristic.

First of all, the resolution requires harmonious and dialectical handling of "internal relationships of culture", especially focusing on the specific relationship of culture between tradition and modernity, ethnicity and internationality, preservation and development. In cultural resolutions, our Party always affirms that our culture rises to modernity from tradition. Continuing that ideology, Resolution 80 emphasizes the nationality, origin and unique identity of national culture, while understanding the laws and aspirations to rise to modernity, "making worthy contributions to the flow of human civilization". Resolution 80 uses the word "modern" up to 10 times when determining the development direction of cultural fields such as cultural industry, cultural environment, cultural works, literature, art, cultural institutions, digital content creation space,... That is the development requirement of Vietnamese culture in the new era.

In the resolution, the understanding of cultural characteristics is also specifically reflected in identifying policies for cultural development. The resolution has repeatedly mentioned the specificity, breakthrough, and superiority, liberating creativity in institutions, policies, and mechanisms for cultural development, and promoting cultural talents.

4. There are three extremely important components for cultural development that Resolution 80 links in a major task, which is infrastructure development, mobilization, use of resources and improving the quality of cultural human resources.

Regarding infrastructure, the Resolution identifies: "focus investment, complete cultural infrastructure, prioritize national-scale cultural institutions, on par with regional and international levels". A task that has never been set before.

Regarding resources, the Resolution affirms "ensuring sufficient funding for programs and projects, increasing public investment in culture in a key and focused direction, and attracting social investment at the highest level".

The Resolution dedicates a particularly important part in cultural breakthrough development, which is to build a strategy for human resource development, especially high-quality human resources, strategic-level cadres, planning, training, fostering, and improving capacity for the contingent of leaders, managers, civil servants, public employees, laborers, key cadres in localities, building and developing a network of domestic and foreign experts on culture. The Resolution emphasizes the advanced, modern and specific requirements in training and researching Vietnamese culture and civilization. Compared to the current reality, each specific task above is truly a big and difficult challenge, requiring a breakthrough thinking and a long-term, urgent, resolute and persistent plan in direction and organization of implementation.

IV. REQUIREMENTS TO FOCUS ON IMPLEMENTING THE RESOLUTION

In the Resolution, the "implementation organization" part has been assigned very clearly and specifically. Therefore, I only emphasize a number of contents:

1. Implement diverse forms and measures of learning and research to correctly and deeply understand the content, new and core points in the Resolution, thereby creating unity, high determination, proactiveness, persistence and creativity, focusing intelligence, enthusiasm, and practical understanding to build medium and long-term programs in the process of organization and implementation. The action program needs to promote the role of the people as subjects, the exemplary role of cadres and party members, the pioneering role of intellectuals, artists, entrepreneurs, and armed forces... contributing substantial resources to cultural development, considering it as the needs, passion, and self-awareness of each Vietnamese person.

2. Thoroughly and creatively apply the contents of the Resolution to build and implement institutions, policies, mechanisms, regimes... for cultural development; strictly implement the supervision and inspection of the implementation of approved programs, persistently organize to the end, creating high results in implementing the contents and objectives of the Resolution.

3. Promote the strengths, outstanding characteristics, and identity of each region, locality, unit, and profession to build and develop culture and build people. Creatively apply value systems to identify the task of building people with outstanding characteristics associated with tradition and cultural spirit...

Dear comrades!

Resolution 80 "On the development of Vietnamese culture" contains many contents, comprehensively covering with new and breakthrough methods and thinking. Fully and effectively implementing the aspirations, goals, and tasks set out in the Resolution, we will certainly create a new position and stature for modern, advanced, and deeply national identity Vietnamese culture, directly contributing to the rapid and sustainable development of the country and making worthy contributions to the flow of human civilization. The new challenge is demanding an iron determination with the consensus and efforts of the entire Party, people and army.
