On December 10, with 100% of the members present in agreement, the National Assembly Standing Committee passed a resolution on the arrangement of district and commune-level administrative units in the 2023-2025 period of Ninh Binh province. The resolution takes effect from January 1, 2025.
This is the last locality out of 51 provinces and cities to implement the arrangement of district and commune-level administrative units in the 2023-2025 period approved by the National Assembly Standing Committee.
Notably, in the Resolution passed by the National Assembly Standing Committee, Ninh Binh will have a new city named Hoa Lu.
Accordingly, Hoa Lu city was established on the basis of merging the entire area and population of Hoa Lu district and the entire area and population of Ninh Binh city.
After its establishment, Hoa Lu city had a natural area of 150.24 km2 and a population of 238,209 people.
Hoa Lu city borders Yen Khanh, Gia Vien, Nho Quan, Yen Mo districts, Tam Diep city and Nam Dinh province.
In addition, establish and arrange commune-level administrative units in Hoa Lu city, including establishing Ninh Giang and Ninh Phuc wards.
Merge the entire Phuc Thanh and Thanh Binh wards into Van Giang ward to form Van Giang ward. Establish Ninh My ward on the basis of merging the entire Thien Ton town and Ninh My commune. Merge the entire Ninh Xuan commune into Ninh Nhat commune. Merge the entire Ninh Thang commune into Ninh Hai commune.
After the arrangement, Hoa Lu city has 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang.
8 communes including Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.
Along with that, 23 commune-level units of 5 districts of Nho Quan, Gia Vien, Yen Khanh, Yen Mo, Kim Son were arranged.
After the reorganization, Nho Quan district has 23 commune-level administrative units, including 22 communes and 1 town. After the reorganization, Gia Vien district has 18 commune-level administrative units, including 17 communes and 1 town.
With Yen Khanh district, after the arrangement, there are 18 commune-level administrative units, including 17 communes and 1 town. With Yen Mo district, after the arrangement, there are 14 commune-level administrative units, including 13 communes and 1 town.
After the arrangement, Kim Son district has 23 commune-level administrative units, including 21 communes and 2 towns.
Thus, after the arrangement, Ninh Binh province reduced 1 district-level administrative unit and 18 commune-level administrative units.
Accordingly, Ninh Binh will have 7 district-level administrative units, including 5 districts and 2 cities; 125 commune-level administrative units, including 101 communes, 18 wards and 6 towns.
Examining this content, Chairman of the Law Committee Hoang Thanh Tung said that the Law Committee found that Hoa Lu city formed after the arrangement met the standards on natural area, population size, structure and level of socio-economic development according to regulations.
The Law Committee recommends that the Government and Ninh Binh provincial authorities continue to research, develop plans and roadmaps to ensure the implementation of the arrangement of these administrative units in the following years in accordance with regulations.
