On the morning of October 22, the Standing Committee of the Ho Chi Minh City Party Committee held a ceremony to announce and hand over the decision on cadres.
At the ceremony, Mr. Le Quoc Phong, member of the Party Central Committee, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, was appointed to hold the position of Secretary of the Party Committee of the Ho Chi Minh City Party Agencies for the 2025 - 2030 term.
Mr. Le Quoc Phong took on a new position to replace Mr. Nguyen Thanh Nghi, who was transferred, assigned and appointed by the Politburo to hold the position of Head of the Central Policy and Strategy Committee from the end of August 2025.
Previously, on October 14, at the 1st Ho Chi Minh City Party Congress, term 2025 - 2030, the Politburo appointed Mr. Le Quoc Phong as Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
Mr. Le Quoc Phong, born in 1978, from Hanoi, has a PhD, Master's degree in Chemistry; Bachelor of Biology; Senior in political theory. He is a member of the 12th and 13th Party Central Committee (invalid), and a delegate to the 14th and 15th National Assembly.
The new Secretary of the Party Committee of Ho Chi Minh City Party Agencies is a cadre who has matured from the work of the Youth Union.
Since 2013, he has held many important positions in the organization of the Youth Union: Member of the Central Youth Union, Vice President of the Central Committee of the Vietnam Student Association, 8th tenure, and Secretary of the Ho Chi Minh City Youth Union, President of the Ho Chi Minh City Vietnam Youth Union.
In December 2013, at the Conference of the Central Executive Committee of the 10th Youth Union, he was elected Secretary of the Central Youth Union, President of the Central Committee of the Vietnam Student Association, 9th term, 2013 - 2018.
In April 2016, he was elected First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, and re-elected in December 2017. In 2018, he was re-elected as President of the Vietnam Youth Union, 7th tenure.
From October 2020 to September 2025, Mr. Le Quoc Phong was Secretary of the Dong Thap Provincial Party Committee, term 2020 - 2025, before being transferred and assigned by the Politburo to hold key leadership positions in Ho Chi Minh City.
