On July 24, at the 2nd session of the 10th term of the Ho Chi Minh City People's Council (term 2021 - 2026), Mr. Nguyen Manh Cuong - Member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee was elected Vice Chairman of the Ho Chi Minh City People's Committee with 183/184 votes (reaching a rate of 99.46%).
The Standing Committee of the Ho Chi Minh City People's Committee currently has 8 members, including: Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and 7 Vice Chairmen: Mr. Nguyen Van Tho, Nguyen Loc Ha, Nguyen Van Dung, Bui Xuan Cuong, Bui Minh Thanh, Nguyen Manh Cuong and Ms. Tran Thi Dieu Thuy.
Mr. Nguyen Manh Cuong was born in 1979, from An Giang province. He has a Master's degree in Economics, a Bachelor's degree in Accounting - Auditing and a Senior degree in Political Theory.
He grew up from the movement of solidarity and youth work in Ho Chi Minh City. In 2007, he held the position of Deputy Secretary of the Ho Chi Minh City Youth Union, and in 2009 was Secretary of the Party Committee of the City Youth Union. In 2010, he was a member of the Executive Committee of the Ho Chi Minh City People's - Government - Party Committee; in 2013, he held the position of Vice President of the Vietnam Student Association, President of the Ho Chi Minh City Student Association. A year later, he was assigned the important responsibility of Secretary of the Ho Chi Minh Communist Youth Union of Ho Chi Minh City.
From June 2017 to 2020, he was Secretary of the Thu Duc District Party Committee (old). In early 2021, he was transferred to hold the position of Secretary of the District 5 Party Committee (term 2020-2025).
In May 2022, he was appointed to the position of Chief of the Office of the Ho Chi Minh City Party Committee. In November 2023, he continued to be assigned the position of Head of the City Party Committee's Mass Mobilization Committee.
From February 2025 to present, Mr. Nguyen Manh Cuong has been Head of the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee.
