On the afternoon of April 13, the 18th Hung Yen Provincial People's Council, term 2026-2031, opened the First Session. This is an important session, marking the start of the activities of the Provincial People's Council in the new term.
At the meeting, the Provincial People's Council listened to the Provincial Election Commission report on the election results and confirmed the qualifications of delegates of the 18th Provincial People's Council; and at the same time carried out the process of electing positions of the Provincial People's Council and People's Committee; electing jurors of the Provincial People's Court and regions for the 2026-2031 term.
The Standing Committee of the Provincial People's Council also announced a resolution approving personnel for the People's Council committees, establishing delegation groups and appointing group leaders and deputy heads. In addition, the session considered and approved many submissions and draft resolutions under its authority.
Speaking at the opening ceremony, Mr. Tran Quoc Van - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - emphasized the success of the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term in the province; and thanked voters for their trust, acknowledging the efforts of agencies and units in organizing elections.
He affirmed that the first session is meant to establish a foundation for operation for the entire term, not only to elect personnel but also to select people with sufficient capacity and responsibility to concretize the Party's resolutions into socio-economic development programs and plans.
The Chairman of the Provincial People's Council requested delegates to uphold the spirit of responsibility, carefully study documents, discuss democratically and objectively, and exercise their voting rights well.
Also in the afternoon of the same day, the Provincial People's Council conducted elections for key positions. Mr. Tran Quoc Van was re-elected as Chairman of the 18th Provincial People's Council. The Vice Chairmen of the Provincial People's Council include Mr. Le Xuan Tien, Mr. Dang Thanh Giang, Ms. Tran Thi Tuyet Huong, Mr. Vu Ngoc Tri.
For the Provincial People's Committee, the delegates elected Mr. Nguyen Manh Quyen - Deputy Secretary of the Provincial Party Committee - to hold the position of Chairman of Hung Yen Provincial People's Committee for the 2026-2031 term.
The elected Vice Chairman of the Provincial People's Committee include Mr. Nguyen Le Huy, Le Quang Hoa, Pham Van Nghiem, Lai Van Hoan, Nguyen Hung Nam.
Mr. Nguyen Manh Quyen was born in 1975, from Hanoi, used to hold many positions at the Hanoi Department of Planning and Investment, leaders of Quoc Oai district (old), Director of Hanoi Department of Planning and Investment, Vice Chairman of Hanoi People's Committee. In March 2026, he was transferred to hold the position of Deputy Secretary of Hung Yen Provincial Party Committee and was introduced to be elected Chairman of the Provincial People's Committee.
The first session of the 18th Hung Yen Provincial People's Council has completed important contents, creating a foundation for the organizational structure and orienting activities for the new term.
