Speaking at the opening of the Congress, Ms. Pham Thi Ngoc Dieu - Secretary of the Binh Tan Ward Party Committee looked back on the past 5 years, a turbulent term but with a spirit of solidarity, dynamism, and creativity, the unit has achieved many comprehensive results: economic development in the right direction, rich cultural life, urban appearance with many positive changes, national defense and security are maintained.
Ms. Pham Thi Ngoc Dieu suggested that each delegate uphold the sense of responsibility, promote democracy, intelligence, and discipline to contribute to the success of the Congress.
Mr. Nguyen Van Su, Chairman of Binh Tan Ward People's Committee, reported on the results achieved by Binh Tan Ward in the last term. In particular, the "Skilled Mass Mobilization" movement has been effective, mobilizing people to contribute 698 million VND to upgrade 13 alleys.
The ward's economy has grown again, with the disbursement rate of public investment capital reaching more than 1,000 billion VND, exceeding 125.3% over the same period. Total budget revenue for 5 years has also exceeded the set target.
The ward has actively applied technology such as "No integrated photos in Binh Tan" combined with flycams for construction management; 59 violating works have been handled, 124 alleys have been renovated according to the model of "The State and the People work together"...
At the Congress, Mr. Nguyen Thanh Nghi - Standing Deputy Secretary of the Ho Chi Minh City Party Committee emphasized the strategic role of Binh Tan ward - the western gateway, an important link in the West - Northwest development axis, connecting Ho Chi Minh City with satellite cities and the Mekong Delta.
He suggested that the Ward Party Committee maximize its positioning advantage to become a dynamic, modern, and livable satellite city; at the same time, maintain its leadership core role, a solid support of the local political system.
Mr. Nghi requested the ward to review and synchronize the planning with the general orientation of the City; prioritize land funds for technical infrastructure, society, parks, public spaces; promote socio-economic development in key areas, attract investment in trade - services, high-tech industry, associated with digital transformation.
In addition, Binh Tan needs to closely manage urban order, protect the environment, develop culture commensurate with the economy, take care of social security, build a civilized and humane life.
"The ward also needs to strongly implement comprehensive digital transformation, mobilize social resources to build smart cities; innovate leadership methods, improve the quality of the staff; effectively implement decentralization and delegation mechanisms; build a clean, strong and comprehensive Party Committee, closely linked to the people", Mr. Nguyen Thanh Nghi directed.
At the congress, the Standing Committee of the Ho Chi Minh City Party Committee announced the decision to appoint the new Executive Committee of the Binh Tan Ward Party Committee, consisting of 27 members. The Standing Committee consists of 9 members.
Ms. Pham Thi Ngoc Dieu was appointed to hold the position of Secretary of the Binh Tan Ward Party Committee.
Mr. Nguyen Quang Hung was appointed to hold the position of Standing Deputy Secretary of the Ward Party Committee.
Mr. Nguyen Van Su was appointed to hold the position of Deputy Secretary of the Party Committee, Chairman of the Ward People's Committee.
