The meeting was chaired by Mr. Vu Quynh Khanh - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Lao Cai Provincial People's Council.
Attending the meeting were Mr. Duong Quoc Huy - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee; along with members of the Provincial Party Committee Standing Committee, Standing Committee of the Provincial People's Committee and leaders of departments and branches.
At the meeting, the Lao Cai Provincial People's Council implemented the process of introducing personnel and electing additional positions of Vice Chairman of the Provincial People's Committee of the XVI term, 2021 - 2026.
As a result, Mr. Phan Trung Ba - Member of the Provincial Party Committee Executive Committee, Deputy Head of the Provincial Party Committee's Organization Committee - was elected with 100% of the votes in favor of the delegates present.
Speaking at the meeting, Mr. Vu Quynh Khanh congratulated the new Vice Chairman of the Provincial People's Committee, and at the same time requested that in his new position, Mr. Phan Trung Ba continue to promote his capacity and qualities, and together with the leadership of the Provincial People's Committee, successfully complete his tasks, meeting the trust of delegates and voters in the province.
The Lao Cai Provincial People's Council also proposed that the Provincial People's Committee soon complete the dossier and submit it to the Prime Minister for approval of the election results for the position of Vice Chairman of the Provincial People's Committee for the term 2021 - 2026 for Mr. Phan Trung Ba according to regulations.
Mr. Phan Trung Ba was born in 1973; native of Duc Tho commune, Ha Tinh province.

Mr. Phan Trung Ba used to hold the positions of: Head of Project Department of Border Gate Economic Zone Management Board, Head of Kim Thanh Trade Zone Management Board; Head of Urban Construction Project Management Board - Department of Construction; Head of ODA Project Management Board of Lao Cai province, Deputy Director of Department of Planning & Investment; Deputy Secretary of the District Party Committee, Chairman of Van Ban District People's Committee; Secretary of the Party Committee, Director of Lao Cai Department of Planning and Investment; Secretary of the Party Committee; Director of Lao Cai Department of Finance.
From July 1, 2025 - October 14, 2025: Deputy Head of the Standing Committee of the Document Sub-committee of the 1st Lao Cai Provincial Party Congress, term 2025-2030.
From October 15, 2025 to March 4, 2026: Deputy Head of the Organization Committee of Lao Cai Provincial Party Committee.
