The Central Executive Committee voted to approve the Conference Resolution with absolute rate. It can be affirmed that the 11th Central Conference XIII has completed all the content and program. Many central comrades suggested that the Politburo recorded this as a historical conference, discussing historical decisions in the new revolutionary period of our country. On behalf of the Politburo, the Secretariat I acknowledged, appreciated, praised the spirit of positive, responsible, proactive, scientific, creative, assertive, effective and innovative; The preparation and service of the Conference is thoughtful, thorough, focused and focused, there are many improvements of the subcommittees, the Party Central Office and the relevant agencies. Here, I would like to generalize, emphasize and conclude a number of issues to unify the leadership and direction of implementation:
First: The Central Executive Committee highly agreed with the proposed contents in the Submissions, Reports, and Projects under the working group on continuing to reorganize the apparatus of the political system, reorganize administrative units, and organize local governments at 2 levels. In which:
The Central Executive Committee emphasized: Continuing to organize the organizational structure of the political system is an unprecedented strategic decision with the highest goal for the rapid, stable and sustainable development of the country, taking better care of the people's lives, building a streamlined government apparatus, shifting from passive management to actively serving the people, creating development, capable of organizing the development of the Party's guidelines. The arrangement of this local administrative unit is built in the spirit of scientific, breakthrough, creative, sticking to reality with vision, looking wide, at least 100 years, ensuring the formation and expansion of new socio -economic development space suitable for the country's development. The local government after arranging must be streamlined, effective, close to the people, meeting the requirements of modern social management, achieving fast and sustainable growth goals; create a new position and force for the task of ensuring national defense, security and foreign affairs; create momentum and motivation for economic development, which focuses on promoting private economy; accelerate the development of science and technology and innovation; Take care of the people's material and spiritual life. The rearrangement of the model, organizing the Vietnam Fatherland Front and socio -political organizations, mass associations assigned by the Party and the State must be truly streamlined, ensuring no coincidence, overlapping functions and tasks; not administratively operating, strongly towards the population, near the people, killing the people, serving the people in the spirit of "focusing and practicing the people as the root", must really be the "extended arm" of the Party to each household, each citizen; Must take care of the legitimate and legitimate rights and interests of union members, members and people. Strictly implementing the principle of unifying the leadership of building the organizational structure, the work of cadres, managing the contingent of officials and the payroll of the political system. The Central Executive Committee highly agreed on the following guidelines: Regarding the organization of local governments 02 levels: provincial level (provinces and centrally -run cities), commune levels (communes, wards, special zones directly under provinces and cities); The number of provincial administrative units after merging is 34 provinces and cities (28 provinces and 06 cities directly under the Central Government) with the name and administrative - political center determined according to the principles mentioned in the reports and schemes; Ending the activities of the district administrative unit after the National Assembly decided to amend and supplement a number of articles of the 2013 Constitution and the Law on Organization of local governments in 2025 (amended); Merging communal administrative units to ensure that the whole country decreased by 60-70% of the current number of administrative units at the current commune level.
Agree on the policy of establishing a local party organization corresponding to the administrative system at the provincial and commune levels; end the operation of district-level party committees; establish a local party organization in accordance with the Party Charter and regulations of the Central Government.
With the model of new administrative organization and provincial level is both the implementation of the guidelines and policies from the central level, and the promulgation of policies in the province and city and directly directing and managing the activities of the commune level in the area. Unify the policy of arranging, streamlined and consolidating the Vietnam Fatherland Front Agency, socio -political organizations, mass associations assigned by the Party and the State at the central, provincial and commune levels stated in the report and scheme of the Party Committee of the Vietnam Fatherland Front, central mass organizations; The policy of ending the activities of the union of officials and trade unions of the armed forces, reducing the union contribution of cadres, civil servants, officials and employees. Agreeing on the policy of continuing to arrange and streamline the People's Court apparatus, the People's Procuracy; ending the activities of the People's Court, the high -level People's Procuracy; Establishing a system of organizations of the People's Court, the People's Procuracy has 03 levels: People's Court and Supreme People's Procuracy; People's Courts and People's Procuracy at provincial and cities directly under the Central Government and the region (the system of courts and military procuracies maintain the current model).
The Central Executive Committee agreed on the policy of amending and supplementing the Constitution and laws of the State related to the regulations on local governments to serve the organizational structure of the political system; regulations on the Vietnam Fatherland Front and socio -political organizations; ensure completion before June 30, 2025; effective from July 1, 2025; stipulating the transition time to ensure smooth and uninterrupted operation, in accordance with the plan and roadmap for expected arrangement and merger; The Central Government requested that the National Assembly, the Government and relevant agencies coordinated to effectively implement the tasks of institutional improvement. Concentrating high levels to perform these tasks well, strongly renovating thinking, how to do and strive in 2025 to thoroughly remove barriers, difficulties and institutional problems to create a legal corridor, create a foundation for development, especially issues related to bidding, budget, public investment, private economy, science and technology, innovation and digital transformation; create a solid and convenient basis for the revolution of arranging and streamlining the organizational structure of the political system; clearing bottlenecks and resources; promote the decentralization of thorough decentralization associated with streamlining the apparatus, effective operation; creating new development space for localities and the whole country. Formulating and promulgating laws and policies must follow the Party's leadership, closely follow the practical situation and the peculiarities of the revolution on the organizational structure, not to wait for the law, waiting for the mechanism to lead to delay, losing opportunities; create a open, transparent, safe and low -cost business environment; Thoroughly handling institutional "bottlenecks" to turn into resources and competitive advantages, making Vietnam one of the leading countries in administrative reform, creative start -up to be able to progress, accompany, go over with the previous countries.

Regarding the draft documents serving the XIV Congress of the Party: The Central Government agreed to evaluate, this draft was concise and concise edited (down about 30%-35%), but the content was quite complete and profound and guaranteed the document, comprehensive and high action, which could help deploy immediately, update and supplement many big issues, which is a model for the construction of the Party organizations. Through exchanges and discussions, the Central Government was highly unified and found that it was necessary to immediately implement a number of large solutions that have been agreed through the draft documents, and concretized in the term 2025 - 2030 of the Party organizations, including: (i) Agree on the highest goals of the XIV Congress is the decision of strategic issues to ensure "stability, development and improve the lives of the people"; All views, goals and solutions in the draft documents must be unified, synchronized, throughout and create synthesis strength, implemented for this goal. (ii) Agree on high requirements of the coming period is "high quality development, rapid development and sustainable development", "proactive, resilient and self -control in development". In the new growth model, taking science and technology, innovation and transformation of the national number as the main driving force, the private economy (including the domestic private sector and the foreign -invested sector) is the most important driving force of the national economy; Strengthen the leadership role of the Party and state management of the private economy. Regarding the organization of elaboration and implementation of the Party Charter: The Central Executive Committee discussed, commented and basically unified, through the draft direction of personnel work of the Central Committee of the Party Central Committee XIV; supplementing personnel planning of the Party Central Committee XIV; The contents amended and supplemented the regulations of the Central Executive Committee on the implementation of the Party Charter; Regulations on inspection, supervision and discipline of the Party; The contents of amendments and supplements to Directive No. 35-CT/TW of June 14, 2024 and Conclusion No. 118-KL/TW of January 18, 2025 of the Politburo on the Party Congress at all levels to the National Party Congress XIV's XIV time; The direction of election of the XVI National Assembly deputies, People's Council deputies at all levels for the term 2026 - 2031. The Central Government requested that the Politburo, the Party Committee, the Party organizations, the relevant agencies urgently implement the contents that have been unified and approved by the Central Government.

For the merger and consolidation provinces, the Standing Committee must discuss together to build the documents of the new provincial congress. Must be in the spirit of "expanded space" of the new province to build documents. It is not the mechanical combination of the old provincial documents into the new province's document. The merger communes must also follow this spirit. (ii) Regarding personnel: Many comrades wonder the issue of arrangement to receive the merger, consolidation and arrangement of the Congress personnel. The central agencies will have specific instructions on criteria and standards. I suggest to take the highest standard for work requirements, then to other criteria. The Standing Committee of the provincial level (merged, consolidated) must discuss together on this issue, creating a high unity in implementation, especially the arrangement of the heads of agencies after the merger. The Central Committee asked the subcommittee to prepare the XIV Congress to quickly receive additional comments and complete the draft documents (especially the orientation of socio -economic development for regions and localities after the merger) to the Party Congress at all levels discussing, commenting and continuing to complete the draft documents and report to the Central Executive Committee at the Central Conference 12 for officials, party members and people.

The Politburo will also soon issue a Resolution on innovation in law-making and enforcement to meet development requirements in the new era and a Resolution on private economic development to create new momentum, along with Resolution 57 on breakthroughs in science and technology development, innovation, national digital transformation and Resolution 59 on international integration in the new situation to be determined to achieve the GDP growth target of 8% or more in 2025, creating a foundation for continuous double-digit growth in the following years. Strive to achieve the goal of Vietnam becoming a developed country with modern industry and high average income by 2030; by 2045, becoming a developed country with high income.
