The central government has just voted through the conference program. Accordingly, the Central Government will discuss and give comments to 15 contents, focusing on 02 main issues: Firstly, the problem group continues to organize the organizational structure of the political system, arrange administrative units and organization of local authorities 2 levels; Secondly, the group of issues continues to prepare for the XIV Congress of the Party and election of the XVI National Assembly deputies, the People's Council deputies at all levels for the term 2026 - 2031. Also at this conference, the Politburo will report to the Central Government for consideration and decision of some contents of cadre work according to its authority; report to the central situation on the country's situation; World and regional situation; The important tasks of the Politburo, the Secretariat have been resolved since the 10th Central Conference and the topics of institutional improvement and breakthrough in science and technology development, innovation and transformation of national numbers.
Regarding conference documents, the Central Office sent to the research comrades. The workload to be settled at this Central Conference is very large, the scope is very wide, many sensitive content related to the "national livelihood". Therefore, in order to save time, ask the central permission not to re -present the reports but spend time for the researchers and comments. I would like to suggest some issues to focus on discussing and deciding:
Firstly, in groups, the issue continues to organize the organizational structure of the political system, arrange administrative units and organization of local government 2 levels. Over the past 4 months, implementing the conclusions of the Central Government, the Politburo and the Secretariat have led and under the basic direction to complete the arrangement and streamlining the organizational structure of the Party, Government, National Assembly and the Front at the central level. The numbers of Unit reduction and work efficiency as well as cost savings in the reports have clearly reflected the revolution in this streamlining. But the overall assessment, the organizational structure of the political system is not really complete, especially in the locality. In order to continue the revolution of streamlining the organizational structure, the Politburo, the Secretariat met many sessions, discussed thoroughly many aspects and highly agreed to submit to the Central Scheme of arranging and reorganizing administrative units at all levels and building a model of organization of local governments 2 levels; together with projects on local party organizational systems; The scheme on arrangement and streamlining the Fatherland Front Agency, socio -political organizations, mass associations assigned by the Party and the State; Projects on arrangement of court agencies and procuracies; and projects on amendments and supplements to the Constitution and laws of the State, amending and supplementing the regulations on the implementation of the Party Charter, the regulations on inspection and supervision of the Party to ensure synchronous implementation. This is a matter of very interested by cadres, party members and people. The information that the Politburo and the Secretariat grasped that the majority of people and party members agreed to support and appreciate this policy and wish to implement soon.
The scheme on arrangement and reorganization of administrative units at all levels and develop a model of two -level local government organization along with the accompanying projects are very important and historical issues; not only arranged on organizations, apparatus and officials; but also decentralized the authority; re -arrangement of administrative units; allocating resources; Create development space. The objective is to build the government in the direction of close to the people, to kill the people, to serve the people better; At the same time, opening a new situation in the country's development with long -term vision, at least for the next 100 years. Therefore, the Politburo suggested the central comrades with innovative thinking, radical revolutionary spirit, for the development of the country and for the people, focusing on the contents of the discussion suggestion attached to each project, especially big issues such as: Regarding the policy of arranging administrative units - provincial level to 34 provinces and cities; do not organize district level, reduce about 50% of communal administrative units; The organizational model of the local government is 2 levels, associated with decentralization and decentralization, especially the new commune level after the merger, how to really close to the people, close to the people, and serve the people better. Regarding the organizational model, functions and tasks of Party agencies at the provincial and commune levels, corresponding to the two -level local authorities to ensure the leadership role of the Party. Regarding the arrangement and consolidation of agencies of socio -political organizations, the mass associations were tasked by the Party and the State in the United States of the Vietnam Fatherland Front to coordinate the unified and strong action to the grassroots level, towards the masses. Regarding the arrangement of the Court agencies, the Procuracy into 03 levels associated with the adjustment of the jurisdiction, the control competence, the competence of prosecution accordingly. Regarding the scope, content and way of amending a number of articles of the 2013 Constitution; The Party's regulations and relevant law provisions to implement the above guidelines from July 1, 2025. All of these jobs must be deployed at the same time, it is impossible to be slow, so it is recommended that the comrades comment on the plan and roadmap to organize the implementation so that it is synchronized, uniform, smooth, effective, not to organize the organizational structure that interrupts the operation of agencies, production and business activities and daily activities of people and businesses.
Secondly, about the group of issues continues to prepare for the XIV Congress of the Party and election of the XVI National Assembly deputies, the People's Council deputies at all levels for the 2026 - 2031 term. Since after the 10th Central Conference, the Politburo has continued to drastically and urgently direct the preparation of the XIV's XIV's organization work, focusing on two problems: Documents and Human Resources.
Regarding documents: Along with sending a draft summary of 04 documents for grassroots congress to participate in the opinion, the Politburo has directed to supplement and update many new issues, especially the important guidelines and decisions revolutionary to develop the country. The content and method of presenting documents have many improvements to ensure the document, science, practicality, action, feasibility, purpose, according to the political report motto as "the torch", other reports are "action handbook". The content throughout the documents shows the perseverance that does not change the socialist path; Solving the dialectical relationship between stability and development, following the big goal of "meeting the needs of the people"; Determined to realize 2 100 -year goals of the country. These are very high goals, striving to implement very difficult. From 2025, we had to deploy many jobs to create the foundation for this goal. The Politburo and the Secretariat really want to hear the recommendations and solutions to help us achieve the GDP growth goal of 8% or more in 2025 and continuous growth of two numbers in the following years in the condition that we conduct a revolution on the organizational structure and reorganize administrative units at all levels, as well as in the situation of "Trade war on a global scale". The most important thing for this content is that comrades in each locality, ministries and branches must find "things to do right away" from their own internal strength to be able to achieve the set targets.
Regarding personnel: This is a "key" issue of "key" to realize the goals and vision of the XIV Congress. Higher task requirements, requiring higher staff, especially strategic staff. Human resource must be prepared early and will be further supplemented and completed to the XIV Congress. The Politburo has directed to review and supplement the draft direction of personnel work of the Central Executive Committee of XIV in accordance with the structure of the new organizational model; review and propose the Central Government to supplement strategic staff planning; The draft amended and supplemented some of the Politburo's Directive 35 contents on the organization of the Party Congress at all levels to the XIV Congress of the Party. All of these important tasks are aimed at the goal of successfully organizing the Party Congress at all levels and organizing the XIV Congress in the first quarter of the first quarter of 2026 in accordance with the plan. At the same time, in order to contribute to bringing the Resolution of the XIV Congress immediately to life, the Politburo submitted to the Central Scheme on the "direction of election of the XVI National Assembly deputies, the People's Council deputies at all levels for the term 2026 - 2031", with the policy of organizing the election earlier and reform, innovating and improving the performance of the National Assembly and the People's Council, contributing to the full right to promote the people's right to work. These are very strategic issues, very important to develop the country in the new period. Proposing the central comrades to carefully study the documents and comment on the important contents of each topic. These documents will be the basis, a "guideline" to lead and direct the successful organization of the Party Congress at all levels; The XIV National Party Congress and election of the XVI National Assembly deputies, the People's Council deputies at all levels for the term 2026 - 2031.
