First of all, on behalf of the leaders of the Party and State, I would like to send to the distinguished delegates; 350 Congress delegates, exemplary Party members of the bravery, intelligence, belief and will of the Central Public Security Party Committee, and all comrades and through them to all generals, officers, non-commissioned officers, workers of the People's Public Security and forces participating in protecting security and order at the grassroots level nationwide my warmest greetings and best wishes.

President Ho Chi Minh taught: Our police are the people's police, serving and relying on the peoples work; all activities of the police are aimed at protecting the peoples interests, wholeheartedly and wholeheartedly serving the people; the dedication and sacrifice of police officers and soldiers is to protect the peoples happy and peaceful life; the working methods of the Peoples Public Security need to follow the peoples guidelines, rely on the people, turning the peoples strength into their strength. In the past term, deeply imbued and effectively implementing the viewpoint of "people are the root", as the center and subject in all policies and guidelines for protecting national security and social order and safety, has created a strong source of strength for the Central Public Security Party Committee and the entire People's Public Security force to complete and successfully complete all the contents set forth in the Resolution of the 7th Central Public Security Party Congress; becoming one of the typical and outstanding Party Committees in implementing the Resolution of the 13th National Party Congress.
Before the 8th Central Public Security Party Congress, the Politburo listened to the Standing Committee of the Central Public Security Party Committee report on the preparation for the Congress and gave instructions for the Party Committee to complete the Draft documents to submit to the Congress. The Politburo highly appreciated the Central Party Committee of the Public Security for its strong leadership, direction, and successful organization of Party congresses at all levels; at the same time, actively preparing the Draft documents and personnel plans for the 8th Central Party Congress of the Public Security in accordance with the regulations and instructions of the Central Committee, especially seriously implementing Directive 45 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. The Congress documents demonstrated the spirit of innovation, creativity, intelligence, democracy and solidarity, fighting spirit, high action; seriously accepted the Politburo's direction; objectively and honestly reflected the results of the implementation of the Resolution of the 7th Congress of the Party Committee; forecast the situation and set out directions, goals, tasks, solutions, and breakthrough work for the 2025-2030 term and the following years, affirming the courage, high determination, exemplary spirit, responsibility, daring to think, daring to do, daring to overcome challenges for the Party and the people, for successfully implementing the two 100-year goals set by the Party.
The outstanding results of the Central Public Security Party Committee in the recent term have been recognized and highly appreciated by the Politburo, and can be generalised in the following 03 aspects:
Firstly, the Party Committee has led the Public Security force to create a breakthrough, strongly changing all aspects of national security protection work, ensuring social order and safety. In strategic consulting work, comrades have thoroughly grasped the spirit of " proactive security", been proactive, forecast early, and promptly advise the Party and State to effectively handle complex situations related to national security and interests; bravely proposed upgrading relations with a number of key partners, not only contributing to resolving the risk of the country falling into a " Thick" position or being caught up in the "political flag" of a major country, but also creating a solid position contributing to enhancing the prestige and image of an independent, self-reliant, position and role of an independent, self-reliant country in the region and the world. In protecting national security, comrades have organized the fight, dismantling and neutralizing hundreds of intelligence subjects, intelligence suspected subjects, Espiecing facilities, and insider facilities deep inside and inland; attacking, destroying, and preventing the sabotage activities of many exiled reactionary organizations and the number of opposing subjects in the country, expanding the fight against key sabotage subjects outside; neutralizing plots and activities to incite "expression" and " self-reliance" in strategic regions; pushing back risks through creating economic dependence on politics; actively protecting the Party's ideological foundation, actively fighting against erroneous and hostile views with many innovative, creative and highly effective ways. Cyber security is deployed in a routine, methodical, scientific manner with the capacity and qualifications to meet the high requirements of the task. The fight against crimes that violate national security has achieved many results. Thereby, defeating the plots and activities of hostile forces, reacting to take advantage of the country's extensive international integration to have internal impact, political transformation in Vietnam, fighting to repel a very toxic, sophisticated and dangerous " peaceful development" risk; firmly protecting national security, protecting the leadership of the Party, protecting the regime, protecting the government, and strengthening the trust of cadres, party members and people in the Party and the regime. The police have performed well and effectively their functions and tasks in major events such as the 70th anniversary of the Dien Bien victory (A70); 50 years of the liberation of the South and national reunification (A50 and most recently, absolutely protecting the security and safety of the August Revolution and National Day 2-9 (A80) with an unprecedented scale and stature, preventing early extractions even the smallest, and being recognized and highly appreciated by the Party, State and People. In the fight against crime, comrades have resolutely directed the fight against all types of crimes, especially corruption, waste, criminal crimes, drug crimes, reducing 5% of social order crimes every year; investigating and handling many serious and complicated corruption and economic cases in accordance with the law with the spirit of "no forbidden areas, no exceptions", " handling a case of warning the whole region, the whole field" to create a high spread and deterrence, contributing to repelling degradation, "self-evolution", "self-transformation" within the country, building a clean, strong Party, supported by the People.
Second, the Party Committee has effectively led the implementation of all aspects of Public Security work to serve socio-economic development and serve the people. Through the work of protecting security, order, investigating and handling crimes, the police force has promptly discovered and advised the Party and State on many issues of experience and technology, contributing to unifying the Party and State's awareness and thinking on many new and untraditional issues, serving economic development. As the main player in building a National Population Database, creating a foundation for digital transformation, digital economy, digital society in the future and serving the people better and more effectively. Proactively propose amendments, supplements, and promulgation of many new legal documents, reform administrative procedures, create maximum openness and convenience for socio-economic development, create development space for many new issues, actively contribute to law-making, and perfect socialist legal institutions. Forgetting oneself for the country, serving the people with the spirit of When the people need it, when the people are in need, there is a police, taking the lead in the movement of the whole country joining hands for the poor, leaving no one behind, eliminating temporary houses, dilapidated houses, helping people in times of danger and hardship, overcoming the consequences of natural disasters, shining the nature of the revolutionary police, truly being a reliable support of the Party, State and People.
Third, for itself, the Party Committee has successfully completed the set goals, bringing the People's Public Security force "overcoming itself", having a great maturity and growth, strengthening the trust of the Party, State and People. The outstanding, typical and commendable point of the Central Public Security Party Committee in the recent term is that it has led the basic completion of the goal of building a People's Public Security force "really clean, strong, disciplined, elite, modern, meeting the requirements and tasks in the new situation" set forth in Resolution No. 12, dated March 16, 2022 of the Politburo. The Central Public Security Party Committee and the entire People's Public Security force have been exemplary and taken the lead in implementing Resolution No. 18 of the 12th Party Central Committee on "continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient". You are the pioneers in paving the way for the implementation of the 2-level local police model, providing practical information for the entire political system to be determined to implement the 2-level local government model.
The policy of bringing regular police to the commune is truly effective; the police are truly close to the people, close to the people, living with the people, helping the people, serving the people unconditionally. The security and order situation in hamlets, villages, each household, each person has improved, the people agree and support.
With the effective promulgation and implementation of a series of thematic resolutions on political and ideological education, culture, and art, regulations on studying and following Ho Chi Minh's ideology, morality, and style, and the Six-step of Uncle Ho's teachings on the People's Public Security; resolutely fighting against corruption, waste, and negativity right within the People's Public Security, creating strong changes in the entire force in performing public duties, behavioral culture, and attitude of serving the people, building a beautiful image of the People's Public Security in the hearts of the people and international friends.
On behalf of the Party and State leaders, I once again warmly congratulate and commend the great results and achievements that the Party Committee and the People's Public Security force have achieved in the past 5 years.
In addition to the above outstanding advantages, in leading and directing the implementation of tasks, the Public Security Party Committee also frankly acknowledged the 4 existing groups and limitations mentioned in the Political Report submitted to the Congress. I suggest that the Congress continue to discuss with a high spirit of self-criticism and criticism, frankness, sincerity, and openness to the West, and analyze more deeply the shortcomings, limitations, and causes, especially the subjective causes, to thoroughly overcome them as soon as possible.

From now until 2030 is a certain important period to shape the new world situation, with increasingly fierce and fierce competition for major countries' strategies, many uncertainties, traditional and non-traditional security developments are complicated; this is also a decisive period to implement the two strategic goals of 100 years under the leadership of the Party and 100 years of the founding of the country. The country has just had a historic change with the operation of a 2-level local government model with a re-planned development space; a series of strategic policies of the Party with many new thinking, breakthrough solutions, and revolutionary character are being implemented. Historical reality shows that in the turning points of the revolution, hostile and reactionary forces and all types of criminals will increase their sabotage activities, thoroughly exploiting loopholes and shortcomings to promote "self-evolution" and "self-transformation" internally, dividing the great national unity bloc, dividing the Party, State with the People, in order to weaken endogenous strength, fighting the cause of building and defending the socialist Fatherland. Through a term with many impressions, the Party, State and People believe and expect the People's Public Security force to continue to be exemplary in implementing the Party's policies, strive to break through, overcome itself to create new miracles for the Party, for the country, for the people. The context of that situation poses a very glorious new task for the Central Public Security Party Committee as well as an increasingly high requirement and task for protecting security and order.
The political report and the Action Program have set out directions, goals, targets, tasks and solutions, strategic breakthroughs and hundreds of specific tasks, demonstrating a very high fighting spirit and action. I highly appreciate and basically agree, please emphasize and note the following 2 issues:
First, regarding the guiding viewpoint:
- The People's Public Security must continue to be exemplary, take the lead and be one of the main forces, the core to implement the Party's policies, first of all the Resolution of the 14th National Congress and strategic policies to bring the country firmly into an era of development and prosperity.
- Closely combining deep Party spirit, people's spirit and nationalism; all policies and activities of the People's Public Security must be for the strength of the Party, the socialist regime, the longevity of the nation, high-quality development of the country and the happiness of the people.
- Dude to think, dare to do, dare to take responsibility, dare to break through creativity, dare to sacrifice for the Party, for the country, for the people, for the constantly enhancement of the prestige and strength of the Vietnam People's Public Security.
Second, about 5 key tasks
First, focus on leadership to firmly strengthen a peaceful and stable environment, build an orderly, disciplined, safe and healthy society, creating a foundation for the successful implementation of the Resolution of the 14th National Congress and the two 100-year strategic goals of the Party. Proactively grasp the situation internally and internally, partners and subjects, promptly advise on risk management, promote the creation and seizure of opportunities, repel all risks and challenges to development, security and national interests. Focus on identifying and firmly protecting security in new spaces and fields (national digital sovereignty, border economic security, cyber security, information security and data safety in the digital transformation process); proactively prevent new forms of national security violations (robots, unmanned aerial vehicles, cyber warfare, etc.); strengthen the protection of regime security, government security, cultural security, ideological security, economic security, cyber security, protect key leaders, " pillars" in the political system, science and technology; protect the successful implementation of the Party's strategic policies; completely resolve complex potential problems of social security, security in strategic areas, security in religion, ethnicity, workers' security, so as not to be surprised or surprised.
Continue to sustainably reduce crime, successfully build drug-free and crime-free communes, move towards drug-free and crime-free provinces, and be the core to build a socialist commune and a socialist province. Maintain a core role, take the lead in developing science and technology, innovation and national digital transformation; create breakthroughs in state management of fire prevention and fighting, ensure traffic safety and order, manage entry and exit in a smart, modern, strict and effective manner; proactively and effectively respond to non-traditional security challenges. In the immediate future, focus on leading the absolute protection of security and safety of Party Congresses at all levels towards the 14th National Party Congress, the election of 16th National Assembly deputies, and the election of People's Council deputies at all levels for the 2026-2031 term, not allowing any early voting to happen, even the smallest.
Second, focus on leadership to increase potential in all aspects to ensure security and order. Promote the power of science and technology, especially AI, quantum, and strategic technologies in national security protection. Caring to build and promote the role of the Commune Police, the force participating in protecting security and order at the grassroots level, being closely attached to the people; continuing to take the lead in initiatives to build schools, take care of health care, support the people, bringing the movement of the entire people to protect national security and the Fatherland into depth and substance, mobilizing the invincible strength of the people to participate in protecting security and order. Promote high foreign affairs and international integration in security and order in strengthening political trust with partners; minimize plots and activities against the cause of national construction and defense from the outside; expand the country's space for survival and development; make the most of external resources for development and enhance the potential for security and order; increase contributions to regional and world peace and security. Closely coordinate with the Army, departments, ministries, branches and localities to build people's security, the people's security posture along with the national defense posture, the national defense posture associated with the strong people's heart posture, consolidating the combined strength to protect security and order. Strive to have a breakthrough in developing the self-reliant, self-reliant, dual-use, and modern security industry, creating a foundation to strengthen security potential, increase the strength to protect security, order, and build and protect the Fatherland.
Third, especially attach importance to Party building, building a clean, strong and comprehensive People's Public Security force, by 2030 being disciplined, elite and modern. Summarize, evaluate, and continue to effectively lead the implementation of Resolution No. 12 of the Politburo, build a modern People's Public Security force that is first of all modern in terms of human resources, modern in terms of equipment and means, actively applying science and technology to improve the quality and efficiency of all aspects of Public Security work.
Fourth, the Central Public Security Party Committee focuses on leading to continue to create new steps forward, raising the level of public security work in all aspects with the spirit of "expectation 2025-2030 must be better than the 2020-2025 term". Fifth: during this Party Congress term, I would like you to launch the First Third Party Emulation Movement as a driving force for the successful implementation of the Resolution of the 8th Central Public Security Party Congress and the Resolution of the 14th National Party Congress, which is: First Discipline - Fourth highest - Nearest to the People. In which Discipline is the foundation, the Central City is the core and the Neighborhood is the measure. With that set of criteria, comrades compete and will definitely succeed.
