The launch of the Mobile Application today is not only a technological event, but also a concrete proof of the innovation of the Party's leadership method in the digital age.

The Application of Propaganda and Mass Mobilization was born in the context of the requirement to strengthen the provision of official, accurate, timely information, proactively orient ideology, consolidate trust, create high unity in the Party, consensus in society and play a very important role.
This must become a legitimate and reliable information channel, contributing to bringing the Party's guidelines and policies, and the State's policies and laws to cadres, party members and the People quickly, visually, vividly, and easily accessible; at the same time, it is also a powerful support tool for ideological work, grasping public opinion, thoughts, and aspirations of the People; early detection of new issues, sensitive issues, and issues arising from the grassroots level to have propaganda, mobilization, and persuasion solutions that are correct, accurate, and effective, contributing to building a solid ideological foundation of the Party in new conditions, in accordance with the development trend of the era.

Launching the new application is just the beginning, the more important thing is how to operate it to make the application operate truly effectively and promptly in the implementation of political tasks.
I propose that the Central Propaganda and Mass Mobilization Committee, together with relevant agencies and units, continue to improve the application in a synchronous, unified, easy-to-use, safe and sustainable direction. Technology must serve people, serve political tasks; absolutely not formalistic, not following trends. Each feature must be clear about goals, clear about objects, and clear about effectiveness.
Ensure that the information content is accurate, timely, in-depth, persuasive, closely linked to the reality of the country and people's lives. The work of editing, censoring, and updating information must be prioritized, considering this as a decisive factor in the prestige and spread of the application.
Closely link the operation of applications with innovating methods of propaganda and mass mobilization work. Not only providing one-way information, but also strengthening interaction, listening, and dialogue; taking ideological orientation and social consensus as the highest goals.
And finally, to make the application operate truly effectively, I propose that the Central Propaganda and Mass Mobilization Committee coordinate with the Digital Transformation Steering Committee of Party agencies to immediately build a set of periodic efficiency assessment indicators. We do not evaluate by the number of installments, but must evaluate by the speed of response to hot issues, by the satisfaction rate of people when sending feedback and by the actual orientation of information in cyberspace. All applications must bring substantive efficiency in accordance with the spirit of the direction of General Secretary To Lam.
