The Resolution on building and developing Vietnam into a strong maritime nation identifies strong development of marine enterprises, especially large-scale corporations.

Innovation and digital transformation are the driving force for marine development

On July 29, a national conference was held in Hanoi to study, study, thoroughly grasp and implement the Resolution of the third meeting of the 14th Party Central Committee.

At the conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented a thematic report on the Resolution "Building and developing Vietnam into a strong maritime nation".

The Head of the Central Policy and Strategy Committee said that the marine economy continues to affirm its role as an important driving force of the economy. Infrastructure, seaports, economic zones, industrial parks and coastal urban areas are being invested in.

The lives of people in coastal and island areas have been improved. National defense, security, foreign affairs and international cooperation have been consolidated and strengthened, maintaining sovereignty, sovereign rights, national jurisdiction and ensuring a peaceful and stable environment for national development.

However, the implementation of the goal of making Vietnam a strong maritime nation still faces many difficulties and challenges.

Institutions and policies are not synchronized; the effectiveness and efficiency of state management are still limited, functions and tasks are still overlapping. The marine economy has not developed commensurate with its potential and advantages.

Many issues arising domestically and internationally raise urgent requirements for building and developing a strong maritime nation.

It is necessary to strongly shift thinking from developing the marine economy to building and developing a strong marine nation; from focusing on developing marine economic sectors to comprehensively developing national strength at sea, making the sea truly become one of the important pillars of the cause of building and protecting the Fatherland in the new period.

Positioning the sea is one of the strategic driving forces for implementing the Resolution of the 14th Party Congress, becoming a new growth space, a place to form growth poles, economic sectors and new development drivers.

Identifying science, technology, innovation and digital transformation as the main driving forces for marine development.

Closely combine marine economic development with consolidating national defense and security at sea with the motto of protecting the Fatherland from an early and distant time.

Propose a modern, unified, interconnected marine governance model, based on data and national marine spatial planning, ensuring synchronous governance of the sea surface, seabed, submerged ground, islands, coastal areas and airspace at sea.

At the same time, ensuring close connection between the mainland and the sea and islands, between economic development and national defense, security and environmental protection.

Breakthrough in developing modern marine economic sectors

The Resolution includes 5 groups of guiding viewpoints. Typically, clearly defining the role and position of the sea in the new development stage; affirming the role of science, technology, innovation, and digital transformation as the main driving force in building and developing Vietnam into a strong maritime nation.

Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi clearly stated that the Resolution sets out 9 groups of major tasks and solutions, including:

Strengthen the Party's leadership, innovate thinking, raise awareness about developing a strong marine nation, and improve the effectiveness and efficiency of national sea governance.

Improve institutions, innovate national marine space planning work, create breakthroughs for strong marine national development.

Mobilize, promote and use resources effectively, strongly develop marine enterprises, especially large-scale corporations and general corporations.

Develop science, technology, innovation, digital transformation and high-quality human resources.

Breakthrough in developing modern, green, smart marine economic sectors and new marine industries and fields.

Synchronously develop marine infrastructure, expand national development space, and form strong marine economic centers of the country and region.

Protect the environment, conserve marine ecosystems; proactively adapt to climate change; improve the resilience of coastal and island localities.

Building marine culture, improving people's lives, promoting the strength of the marine community in building and protecting the Fatherland.

Ensuring national defense, security, and safety at sea and islands; strengthening international integration and cooperation, and enhancing national position.
