This is one of the contents mentioned in Plan No. 08-KH/TW of the Secretariat of the Party Central Committee to implement Resolution No. 25-NQ/TW of the Politburo on the Strategy for Ideological Work in the new context.
The plan clearly states the requirements for the Party Committee of the Government and the Government to lead and direct the concretization of goals, targets, and tasks into plans and roadmaps for implementation, assign responsibilities and allocate and approve resources, allocate funds for implementation; direct the assurance of digital infrastructure, digital platforms, digital data, domestic storage, control of data transfer across borders, and ensure national data sovereignty. Direct the institutionalization of the contents of the Resolution into legal normative documents. Direct ministries and sectors to develop detailed plans and ensure resources to implement assigned tasks.
In which, the Ministry of National Defense presides over the development of plans, proposes resources to ensure and organize the implementation of tasks on technical solutions to serve the task of protecting the Party's ideological foundation, fighting against wrong and hostile views from the Central to grassroots levels; developing the capacity to detect and trace sources of organized information campaigns; completing safe connection gateways and equipping modern and synchronous equipment for the Steering Committee, Working Committee 35 in localities; Directing the Government Cipher Committee to ensure confidentiality, authenticity, and protection of state secrets for related systems and databases; submitting to the Government for approval, ensuring synchronization with the goals and tasks of Resolution No. 25-NQ/TW.
The Ministry of Public Security presides over the development of plans, proposes resources to ensure and organize the implementation of ensuring ideological security, network security, data security, system safety and technical solutions to serve connection, safe intercommunication, verification, and information prevention; data classification and decentralization; development of deep-fake traceability, traceability of fake news lines, prevention and handling of acts of spreading fake news and false information, coordinating to remove violating content; presides over the development of the Regulation on ensuring ideological security and information crisis response; presides over the technical and nghiệp vụ operation of information crisis response components; submits to the Government for approval, ensuring synchronization with the goals and tasks of Resolution No. 25-NQ/TW.
The Ministry of Culture, Sports and Tourism presides over the development, submission for approval and implementation of the plan on the grassroots information system, in which: Completing the information source system interconnected to 100% of commune levels, digitizing and modernizing commune-level radio and grassroots information institutions; state management of press, media, publishing, digital culture, multi-platform, multilingual foreign information; building and developing a network of 15,000-20,000 reputable people, people with positive influence; completing the financial mechanism, ordering mechanism for key press, associated with Regulation No. 216-QD/TW, dated August 22, 2026 of the Secretariat on ordering information provision to grassroots levels.
